编者按：为庆祝新中国成立70周年，江苏国际频道联合我苏网、荔枝新闻特别策划《环球视野看江苏——Top Talk》高端系列访谈。12位来自全球各领域的企业高管、各国政府官员、驻沪总领事、行业专家、知名学者等，讲述他们眼中江苏乃至中国的喜人变化，畅谈全球与江苏的友好合作，展望江苏蓬勃发展的美好前景。

本期嘉宾：Sally Capp 澳大利亚墨尔本市市长
自1979年，江苏省同澳大利亚维多利亚州（以下简称“维州”）缔结友好省州关系以来，两省州已形成了包括“江苏——维州联合经济委员会”、“江苏——维州市长对话会”、“江苏——维州篮球友谊公开赛”等在内的多个友好交流与合作平台。
2019年5月15日，澳大利亚墨尔本市市长Sally Capp（莎莉·凯普）率领的维州市长代表团一行来到南京参加第四届江苏——维州市长对话会。对话会结束后，凯普女士接受了记者的独家专访。
《环球视野看江苏——TOP TALK》最后一集，我们便邀请到墨尔本市市长莎莉·凯普，来谈谈她对墨尔本同江苏未来友好交流与合作的展望。
“相似性”与“互补性”
2018年5月，凯普当选为墨尔本市市长，她也是墨尔本30年来首位通过选票直接当选的女市长。首次来到南京的她，非常看好墨尔本同江苏各地间的合作前景。
Sally Capp was elected as the Lord Mayor of Melbourne in May 2018. She is the first woman to be directly elected as Lord Mayor. This is the first time for her to visit Nanjing and she is very optimistic about the prospect of cooperation between Melbourne and Jiangsu.
“我们同江苏的关系如此密切，其中主要的一个原因就是我们两地的相似性和互补性。”凯普说，两地可以共同面对挑战，帮助彼此城市发展，进而为两省州的发展贡献力量。
“One of the reasons we have such a strong relationship is because there are many similarities, of the types of challenges that we face, and also many complementary elements.” Capp said that Melbourne and cities in Jiangsu can face challenges together, help each other and strive to contribute to the development of Jiangsu and Victoria.
2002年，南京与墨尔本市签署了建立友好合作关系的协议，两市在教育、文化等领域广泛开展合作。这次凯普率团前来，双方签署了《关于进一步开展友好合作的谅解备忘录》。凯普说，墨尔本与南京的很多共同点为两地友好合作建立了良好的基础。
Nanjing signed an agreement on establishing a friendly and cooperative relation with Melbourne in 2002. The two cities have conducted extensive cooperation in education, culture and other fields since then. During this visit, the two sides signed an MoU to further strengthen friendly cooperation. Capp said that similarities between Melbourne and Nanjing have laid a solid foundation for friendly cooperation.
“墨尔本曾经是澳大利亚的首都，南京也是六朝古都。”凯普告诉记者，墨尔本和南京都拥有着丰富的历史，但也都是充满活力的城市。“我们双方都在加大对创业和创新的投资，努力为我们的市民创造现代化的环境。”
“Melbourne once were the capital of Australia, and I know that Nanjing has been the capital of China in six different dynasties.” Capp said that both Melbourne and Nanjing are dynamic cities and have rich histories. “We both have very dynamic cities as we strive to create a modern environment for our citizens,” said Capp.
墨尔本曾连续七年被经济学人智库评为世界上最宜居的城市。凯普女士在当选之后的一大目标则是让墨尔本成为更加宜居的城市。此次来到南京，凯普对于南京这座城市的人文气息印象十分深刻。
Melbourne has been named the world's most liveable city by the Economist Intelligence Unit for seven consecutive years. One of Capp's goals was to make Melbourne a better place to live. Capp was very impressed by cultural atmosphere in Nanjing at this visit.
“南京是一个热爱自然的城市。我们非常欣赏南京随处可见的绿地、河流、还有城市里的开放空间。”凯普认为，这些公共空间体现了一个城市对人的关怀，这对于一个健康的社区来说是非常重要的。
“Nanjing is a city that loves nature, and we've appreciated the green open spaces, the river, the wonderful civic spaces as well.” Capp believed that these spaces embody a city's care for its people, which is so important for a healthy community.
今年的“5·18国际博物馆日”，南京博物院牵手苏州博物馆、南京六朝博物馆等8家博物馆，推出真实版“博物馆奇妙夜”。
凯普觉得南京博物院能很好的体现这座城市的人文气息。“南京博物院通过更现代的方式来展示中国古代的藏品以及中国文化的民间传说和历史，这样能让人们更加理解藏品背后的文化、故事，给人们一种自豪感。”凯普女士认为，正是这种人文关怀，让墨尔本博物馆和南京博物院之间交流越来越密切。
Capp said that Nanjing Museum can well reflect Nanjing’s sense of humanity. “The way that Nanjing Museum demonstrates and showcases folklore and history of Chinese culture through more modern concepts of the treasures of China and the richness of that museum very much goes to the story telling. That brings people together through understanding and empathy.” Capp thought that such elements are things we appreciate about humanity and which is also driving a growing relationship between Melbourne Museum and Nanjing Museum.
中澳元创创客峰会将一直举办下去
此次跟随凯普一同前来南京的，还有参加“2019中澳元创（START UP）大赛”创客峰会的15支来自墨尔本的创客团队。他们经过层层选拔，最终来到南京，参加决赛路演。
15 start-up teams from Melbourne came with Sally Capp to participate the 2019 Nexus Summit. They came to Nanjing to join the final road show after several rounds of competition.
“中澳元创创客峰会将会一直举办下去。2019年我们相聚在南京。明年我们会在墨尔本举办下一次峰会。”凯普告诉记者，虽然今年是第一次举办创客峰会，但南京的比赛为今后的赛事定下了非常高的基准。
“The 2019 Nexus Summit between Jiangsu and Victoria will be an ongoing summit. Nanjing is hosting this year, we will host next year.” Capp told us that although this the first time for Nanjing to hold this summit, it sets a very high benchmark on delivering a fantastic event.
“我们此次带来了15支创客团队，他们在比赛中见到了潜在的合作伙伴或投资者。”凯普告诉记者，这些创客团队还得到了来自中国商界的指导，帮助他们更好地了解中国市场。
“We brought 15 start-up companies here to Nanjing. They've done a pitch competition and met with companies that could be potential partners, or investors.” Capp said that the teams got instructions from Chinese business people and organizations to help them better understand the market in China.
凯普认为，创业对于墨尔本和南京都很重要。“因为我们是一个发展很快的城市。我们需要把重点放在未来的工业和就业机会上，让我们的城市更加繁荣。”
Capp believed that entrepreneurship is very important for both Melbourne and Nanjing. “Because we are a very fast growing city. We have focused on industries and jobs of the future to help our citizens prosper,” said Capp.
墨尔本期待与更多江苏城市合作
如何让城市更加繁荣，更加宜居毫无疑问是城市发展所面临的主要问题。江苏——维州市长对话会为两地间市长交流提供了一个平台，也让两地之间可以互相借鉴城市发展经验。
There is no doubt that how to make cities more prosperous and more liveable is the main problem for urban development. Victoria-Jiangsu Mayors’ Dialogue provides a platform for exchanges between mayors from both sides and allows them to learn from each other in urban development.
对话会上，苏州与墨尔本、扬州与巴拉瑞特、无锡惠山区与马瑞巴农分别签署合作协议。
“这一次墨尔本以及周边的几个市同江苏有关城市签署了备忘录。”凯普说备忘录的签署为两地之间的合作提供了更多的机会。
“This time, Melbourne and several surrounding cities signed MoUs with relevant cities in Jiangsu Province.” Capp said that the signing of MoUs provides more opportunities for both sides to communicate.
“作为一个快速发展的城市，我们面临着许多挑战。我们期待与南京、无锡和苏州进行合作，以应对其中的一些挑战。”凯普告诉记者，她非常希望墨尔本能在智能城市以及城市可持续发展方面同江苏进行合作。
“We, as a very fast growing city, are conscious of a number of challenges and we look forward to working with Nanjing, Wuxi and Suzhou to tackle some of those challenges.” Capp told that she hopes to cooperate with Nanjing on the development of smart and sustainable cities.
“比如在应对交通拥堵，南京、无锡、苏州的经验就可以给我们提供很多借鉴。”凯普说，对于环保，墨尔本也非常重视。“我们致力于城市的可持续发展，所以我们非常希望能够减少能源和土地使用过程中对空气、水和土壤的影响。”
“For example, we can use technology to better manage traffic congestion. And we've been very impressed with what we've seen here in Nanjing, and with the presentations from Wuxi and Suzhou.” Capp said that Melbourne also attaches great importance to environmental protection. “We are devoted to sustainable urban cities to be able to manage air, water and soil impacts and to bring down the negative outcomes on our environment that comes from different energy uses and different land uses, both in terms of air quality, water quality, soil quality, etc.” said Capp.
“这些领域都必须要有教育来支持。”凯普告诉记者，双方将会利用大学间的合作来共享研究和发展的成果，以及创业和商业化的机会。
“These areas of interest are underpinned by focus on education,” said Capp. She said both sides will use universities as places for shared research and development, and also shared identification of start-up and commercialization opportunities.
挑战为未来合作带来机遇
“过去四十年，江苏和维多利亚都发生了翻天覆地的变化。这些变化也为城市带来了巨大的挑战，也促使我们继续分享信息、教育和解决方案。”凯普说，维州和江苏都希望通过合作共赢，取得经济和社会的和谐发展。
“Both of our provinces have changed significantly over the forty years. We also know that as change is creating these big challenges for cities, that we will continue to share information, education and solutions.” Capp hopes to build the balance of economic prosperity for citizens in Jiangsu and Victoria through mutual cooperation.
“在江苏与维州友好省州40周年之际，我们可以自豪地回顾我们迄今所取得的成就。”凯普说，由于双方的共同努力，她也对今后几十年里能够取得的成就更加自信。
“At this time of the 40th anniversary, we can reflect back with much pride on what we have achieved so far.” Capp said that because of the deep commitment, she can now be even more ambitious on what the two sides achieve in the decades to come together.
