East China’s Jiangsu province has made unremitting efforts to reduce the cost of pollution control for SMEs and carve out a new road of green development through the 263 Action Plan.
The electroplating industry is an indispensable part of the modern industrial system. However, electroplating enterprises discharge a large amount of heavy metal wastewater, which is difficult to treat, and it is very costly for enterprises to construct, operate and maintain pollution treatment facilities separately.

Authorities in Jingjiang City have turned small and medium-sized electroplating enterprises into clusters by establishing concentrated areas to intensively construct sewage treatment facilities and classify and separate the wastewater discharged by the enterprises. The sharing of environmental protection facilities not only resolves environmental risks, but also reduces the burden on enterprises.
Liu Bin, General Manager of Jingjiang Jianghua Lighting Appliance Co., Ltd.:“Nearly two or three million yuan is needed for annual investment in environmental protection facilities, while the annual operating cost goes up to 600 thousand yuan, making it difficult for us to bear the burden.After relocation into the industrial zone, we can halve the operating cost by paying a certain amount of sewage discharge fees, which has saved manpower and financial resources so that the company can concentrate on production.”
In addition to the unified treatment of sewage, the Zhenjiang electroplating industry zone is also equipped with monitoring facilities, which have functions such as alarm and real-time control to ensure the stable and efficient wastewater treatment process.

Small and medium-sized enterprises located nearby and sharing similar production process and pollutant discharge have handed over pollutant treatment to professional environmental protection companies to ensure unified collection, treatment, and discharge of pollutants.

The 263 Action Plan is a key initiative to fight against environmental pollution, which includes sub-themes like coal consumption reduction, the reduction of backward production capacity, hazardous waste governance and VOC governance.
