East China’s Jiangsu province issued the opinions on the reform of administrative approval system for the development of free trade zones in a bid to facilitate the market-oriented, rule-of-law, and international business environment that adapts to the "decentralized management" reform standards and rules system.
20 reform measures will be taken to promote the reform of the administrative examination and approval system, strengthen and standardize supervision, and improve the effectiveness of examination and approval services, according to the opinions.
The online approval system will be strengthened by establishing a comprehensive service platform for integrated government services in the Pilot Free Trade Zones, and opening a flagship store on the government services network to ensure that more administrative items will be handled online unless otherwise required for on-site handling.
The list of one-stop service will be formulated and publicized according to different categories so as to ensure the improvement of the administrative hall layout for one-window service.
By the end of 2020, the administrative systems and business handling platforms will be connected for joint identification so as to cut the time spent on business cancellation by one third. The time limit for handling government affairs will be cut by more than 60% on the basis of the legal time limit.
