The Jiangsu Provincial Government recently issued the Chemical Industry Park Management Measures in a bid to further standardize the management of chemical industry parks, optimize industrial layout, promote industrial transformation and upgrading, improve quality and efficiency, and achieve safe, green, and high-quality development.
The Management Measures have made clear provisions on the planning and layout, establishment, regional scope adjustment, project entry, and daily management of chemical industrial parks in the province.
In terms of establishing new industrial parks, Jiangsu will fully demonstrate and strictly control the establishment of new chemical industrial parks so as to ensure that new chemical industry parks must meet one of the following situations, including the needs of major national or provincial development strategies or industrial regional layout strategies, chemical production enterprises outside the chemical industrial parks within prefecture level cities account for more than 50%, and the available construction land for existing chemical industrial parks cannot meet the needs of relocation and the provincial advanced manufacturing industry cluster and future industrial development and regional high-end manufacturing meet supporting needs.
Chemical industrial parks should formulate industrial development guidelines and hazardous chemical "prohibition, restriction, and control" catalogs that are suitable for regional characteristics and local realities based on industrial development plans, and establish an evaluation system for entry projects.
Chemical industrial parks with high safety risk levels are not allowed to build, renovate, or expand hazardous chemical construction projects.
Key chemical monitoring points can build, renovate, and expand chemical projects without adding new land supply or increasing the total emissions of major pollutants.
The Management Measures shall come into effect on January 10, 2024 and shall be valid until January 9, 2029.
