Xu Kunlin, governor of Jiangsu and director of the provincial production safety committee, presided over a teleconference Monday on production safety to thoroughly study and implement General Secretary Xi Jinping's important expositions on production safety, implement Premier Li Keqiang’s instructions and requirements and implement production safety in accordance with the deployment of the national conference.
Xu Kunlin pointed out that this year will witness the convening of the 20th National Congress of the Communist Party of China, making it a major political responsibility to ensure a stable situation in production safety.
He asked all parts of the province to clearly recognize that the production safety situation is still severe, and the existing hidden dangers and incremental risks are intertwined, making it important to better balance development and safety, make every effort to investigate and rectify hidden risks, firmly uphold the bottom line of preventing the occurrence of major accidents and accidents with adverse effects, and effectively protect the safety of people's lives and property.
He required targeted measures to address latent hazards in key sectors involved in the production of chemical and hazardous chemicals, transportation, construction and engineering, gas and fire supply, energy storage power station, offshore wind farm, schools and railway and coach station so as to resolutely curb all kinds of serious accidents.
The governor remarked that competent government authorities should go all out to apply modern means such as information networking and remote supervision to accurately determine key inspection targets, optimize safety services, strengthen safety management through intelligent transformation and digital transformation, consolidate the foundation of production safety, and comprehensively improve the level of safety-oriented development.
Xu Kunlin asked all regional governments and government departments to enhance their sense of responsibility and urgency, and strengthen the responsibility of party and government leadership, departmental supervision, and corporate responsibility, strengthen the monitoring and early warning of extreme weather conditions during the recent heat wave and flood season, improve response plans, and prepare emergency forces in key places such as highways and large commercial complexes and places with dense populations to ensure timely and rapid response.
