The Jiangsu delegation to the National People’s Congress held panel meeting Monday morning to review the Draft Amendment to the Organization Law of the National People's Congress and the Draft Amendment to the Rules of Procedure of the National People's Congress.
Lou Qinjian, head of the Jiangsu delegation, secretary of the Jiangsu Provincial Party Committee, and director of the Standing Committee of the Provincial People's Congress, made an important speech during the meeting.
He said that the draft amendments to the NPC Organization Law and the NPC Rules of Procedure reflect the comprehensive implementation of the Xi Jinping Thought on the rule of law and General Secretary Xi Jinping’s important thoughts on upholding and improving the system of the People’s Congress.
He said the amendments have summarized the new experience and new results of the practice of the People’s Congress system and adapted to the new changes in the organization and its functions, making it conducive to coordinating the relationship between the National People’s Congress Organic Law, Rules of Procedure and other laws, and giving full play to the continuity and stability of the people’s congress system as the country’s fundamental political system is conducive to strengthening the party’s overall leadership over the work of the people’s congress and promoting the modernization of the national governance system.
Chen Zhenning, vice chairman of the Jiangsu Provincial People’s Congress, believes that the draft law conforms to the actual needs of the new era and the new stage of the people’s congress for a complete organizational structure and efficient operation of work.
Ma Qiulin, vice chairman of the Jiangsu Provincial People’s Congress, said that the two amendment bills have reflected the democratic nature of the legislative process and conform to the requirements of scientific legislation, democratic legislation, and law-based legislation. The legislative amendments are also closely related to the rights and interests of the National People's Congress, and they provide strong institutional guarantees for the NPC deputies to exercise their powers and perform their duties.
Long Xiang, chairman of the Nanjing Municipal People’s Congress, said that the amendments to the two laws are not only the top-level design at the system level, but also the specific guidance at the operational level.
