Jiangsu should fully promote the procedures that all the formalities for business establishment are handled online, and on the basis of integrated services, ensure that information is shared and mutually recognized with traces remained and real-time feedback given throughout the process.
Jiangsu will realize the online management of the entire process of business opening procedures, and at the same time promote the application of electronic business licenses by using electronic business licenses as legal and effective identification and electronic signature means for handling various business openings online.
Regarding the reform of the registration system, the provincial government requires all localities to formulate management measures to relax the registration of residences and business premises in accordance with actual conditions, promote the reform of "one license and multiple locations", and pilot the separate registration of residences and business premises.
In terms of simplification of the procedures for production, operation and approval, local governments must promote the reform of the industrial product production license system, improve the compulsory product certification system, deepen the reform of the qualification accreditation of inspection and testing institutions, and make emergency measures such as remote review during the epidemic prevention and control period effective, and further reduce the time limit for business approval to 7 working days.
Regional authorities are required to strengthen supervision during and after the event, standardize platform economic supervision behaviors, strengthen punishments for untrustworthy entities with serious violations of laws and regulations in accordance with laws and regulations, and promote off-site supervision featuring remote supervision, mobile supervision, and early warning prevention and control, and ensure full coverage, full time, and full process supervision and monitoring in special key areas.
