Jiangsu enacts counter-espionage regulation

East China’s Jiangsu province enforced its counter-espionage regulation on Wednesday when the country marks its fifth National Security Awareness Day.

A symposium was held Wednesday to mark the enforcement of the counter-espionage regulation in Jiangsu.

Wang Yanwen, standing member and publicity chief of the Provincial Party Committee, addressed the symposium.

Wang Yanwen urged the people’s congresses at all levels in the province to fully perform their supervisory functions and the government and relevant departments work together to ensure the implementation of the regulations so as to effectively maintain the seriousness and authority of the regulations.

Vice governor Liu Yang made specific arrangements for the enforcement of the regulation.

The regulation is the province’s first regional law on national security that is expected to provide a strong guarantee for the rule of law in counter-espionage in Jiangsu.

On July 1 of 2015, the Standing Committee of the National People's Congress passed the National Security Law, declaring April 15 a day for raising awareness of national security among the public.

The law, covering defense, finance, science and technology, culture and religion, highlights cybersecurity and demands the establishment of a coordinated, efficient crisis management system.

Before this year’s National Security Awareness Day was observed, Chinese Ministry of State Security launched an online whistle-blowing platform, https://www.12339.gov.cn/ on Wednesday.

The online whistle-blowing platform is open to the public and can help strengthen the handling of reports on espionage and other crimes and activities that endanger state security. Crimes such as espionage and other activities that endanger state security can be reported via the online platform or via the "12339" hotline.

State security authorities will process such reports and protect the relevant organizations and individuals reporting violations according to laws and regulations. Those who contribute to the maintenance of state security will be awarded.

However, people who deliberately fabricate, misrepresent or mislead others by means of a report that impedes the work of the national security agency or causes other undesirable social influences will be pursued in accordance with the law.
