Huang Ming, Party Secretary of the Ministry of Emergency Management, gave a lecture on the promotion of the modernization of production safety governance system and governance capabilities at a study session held by the theoretical study central group of the CPC Jiangsu Provincial Committee Monday in Nanjing. Huanng is also head of an inspection team sent to Jiangsu by the State Council to supervise special programs to address workplace safety. Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, presided over the study session.
Huang Ming systematically expounded the spirit of General Secretary Xi Jinping's series of important statements, instructions and important speeches on workplace safety and production and explained the concepts and methods of safe production emphasized by the General Secretary.
Huang pointed out that the Party Central Committee with Comrade Xi Jinping at the core has attached great importance to workplace safety and safe production since the 18th CPC National Congress of the CPC, as is evidenced by the series of important instructions on workplace safety and safe production made by General Secretary Xi Jinping.
On November 29th, the Political Bureau of the CPC Central Committee conducted the nineteenth collective study on China's emergency management system and capacity building. General Secretary Xi Jinping delivered an important speech and once again emphasized workplace safety.
Xi Jinping, who is also the Chinese President, underlined at the meeting the importance of improving China's emergency management, calling it a crucial element in the country's capacity for governance.
China has suffered some of the world's most serious natural disasters and faces an increasing number of factors that endanger public safety, Xi said, pointing to an urgent need to strengthen emergency management for the long run.
He said this reflects the important responsibility of the government to prevent and defuse major safety risks and cope with various hazards in a timely manner, as well as to fulfill the important missions of protecting people's lives and property and maintaining social stability.
Noting that the country's systems and capabilities for handling natural disasters and dealing with accidents in the workplace have been improving, he urged additional efforts to further modernize by giving full play to the systems' features and advantages.
Huang Ming, who is also vice minister of emergency management, stressed that it is important to make a deeper understanding of the General Secretary’s important expositions on workplace safety from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping as the core.
Huang Ming emphasized that it is necessary to deeply understand the significance of doing a good job in workplace safety and safe production as it is a concentrated expression of the original aspiration of the Communists, a political responsibility to forestall resolve major risks, and an inevitable requirement for the socialist system with Chinese characteristics to demonstrate its superiority.
The Party Secretary of the Ministry of Emergency Management urged Party and government organizations at all levels to adhere to the concept of safety-oriented development and keep to the red line awareness, promote the implementation of responsibility for production safety, and follow the political responsibility to do a good job in production safety so as to forestall and resolve major safety risks.
Huang Ming emphasized that it is necessary to establish a long-term mechanism to improve and implement the safety production responsibility system, safety production management system, inspection system on latent dangers of public safety, and safety prevention and control system.

Lou Qinjian said at the meeting that the inspection and supervision on workplace safety in Jiangsu is typical of the concerns the CPC Central Committee and the State Council have shown towards Jiangsu.
Lou reiterated that the special programs to address workplace safety should be promoted with problem-oriented approaches by highlighting major issues and making overall regulation so as to strike a balance between comprehensive supervision and industrial supervision.

The Ministry of Emergency Management launched a three-month, nationwide work safety campaign on Nov 23 to target problems in major industries such as the production of dangerous chemicals.
Though the number of work safety accidents, including large and major ones, has fallen this year, work safety issues are still severe and complicated, the ministry said in a document announcing the campaign.
