East China’s Jiangsu province issued on November 30th a plan on the pilot reform separating permits from the business license in the province’s free trade zones.
According to the plan, the full coverage of the reform separating permits from the business license will be applicable to the three free trade zones in Nanjing, Suzhou and Lianyungang that occupies 119.97 square meters in total.
It will be promoted to the province’s leading hi-tech zones and development zones in the later stage.
The leading hi-tech zones and development zones will include Southern Jiangsu National Independent Innovation Demonstration Zone, Nanjing Jiangbei New Area as well as the province's national high-tech industrial development zones, national economic and technological development zones, provincial economic development zones, and provincial high-tech industrial development zones.
Starting on December 1st, the regions under the pilot program will scrap approval and put on record the applications so as to streamline the examination and approval services for the full coverage of the reform.
The State Council’s executive meeting on Aug 21 decided that China will fully roll out the reform of decoupling business licenses from operation permits in its pilot free trade zones nationwide starting Dec 1, reducing permitting requirements and simplifying the review process under all 523 items concerning business operations subject to central government approval.
