Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, called for non-communist parties in Jiangsu to carry out in-depth study of the gist of the 4th plenary session of the 19th CPC Central Committee so as to make new and greater contributions to promoting the modernization of Jiangsu's regional governance system and governance capacity and accelerating the construction of a new Jiangsu. He made the remarks at a seminar-based consultation meeting with the provincial leaders of non-communist parties in Jiangsu.
The provincial leaders of the non-communist parties are Chen Xingying of the Revolutionary Committee of the Chinese Kuomintang, Hu Gang of China Democratic League, Hong Huimin of China National Democratic Construction Association, Zhu Xiaojin of China Association for Promoting Democracy, Zhou Jianmin of Chinese Peasants and Workers Democratic Party, Ma Jianguo of China Zhi Gong Party, Kuai Jianhua of Jiu San Society, Xu Zhongzi of the Provincial Federation of Industry and Commerce and Qiao Xu who represent non-party personages.
They put forth suggestions concerning optimizing the business environment, deepening the reform of higher education, helping boost the construction of the "Belt and Road", developing rural vocational education, building a maternal and child health system, promoting the integrated development of the Yangtze River Delta, increasing basic scientific research, boosting the quality of the private economy in the Yangtze River Delta, and promoting the harmonious development of chemical industry and ecological environment along the Yangtze River.
Lou Qinjian extended his gratitude to the provincial heads of the non-communist parties for their contribution to the economic and social development of Jiangsu. He said that conducting research and consultation is an important part of socialist consultative democracy, and it is an inherent need to bring into play the advantages of the new party system and strengthen the regional governance system and governance capacity building.
He pointed out that it is necessary to profoundly understand the spirit of the Fourth Plenary Session of the 19th CPC Central Committee from the depth of history, the characteristics of the times, the significance of reality, the regularity of social development, and the inevitability of China's development.
The CPC provincial chief asked the provincial heads of the non-communist parties, the provincial federation of industry and commerce and non-party personages to study the spirit of the 4th plenary session of the 19th CPC Central Committee in combination with the Xi Jinping Thought on socialism with Chinese characteristics for a new era and the construction of a new Jiangsu so as to guide their members to carry out the tasks set forth by the plenary sessions from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping as the core.
Lou Qinjian noted that the seminar-based consultation is a new exploration of party consultation and will play a key role in the promotion of the country's system and capacity for governance, which is a crystallization of the system of socialism with Chinese characteristics and its enforcement capability.
He hoped that the provincial heads of the non-communist parties, the provincial federation of industry and commerce and non-party personages will exert their utmost efforts and put forth proposals concerning the promotion of high quality development in Jiangsu.
The 19th Central Committee of the Communist Party of China started its fourth plenary session in Beijing on October 28.
Xi Jinping, general secretary of the CPC Central Committee, delivered a work report on behalf of the Political Bureau of the CPC Central Committee and explained a draft document of the CPC Central Committee's decision on some major issues concerning how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China's system and capacity for governance.
