A party and government delegation headed by Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, and Fan Jinlong, executive governor of Jiangsu, went on an inspection tour in northwest China’s Qinghai Province to carry out investigation on the implementation of the spirit of General Secretary Xi Jinping’s important speech on poverty alleviation so as to further promote cooperation in paired assistance and poverty alleviation between the two provinces.
Lou Qinjian visited the photovoltaic industry technology innovation center of the Yellow River Upstream Hydropower Development Co., Ltd. to learn more about the innovation center’s scientific research system construction, the development of electronic grade polysilicon projects, and the construction of photovoltaic industry chain.
He said that Qinghai has abundant solar energy and water resources while Jiangsu has huge energy demand and developed electronic information industry, making it feasible for both sides to boost cooperation and achieve win-win cooperation.
When visiting the Qinghai Eco-environment Monitoring Center, Lou expressed his admiration for the positive results achieved by Qinghai's ecological environment protection by monitoring the demonstration of large-screen viewing of the "sky-ground integration" ecological monitoring and early warning system.
The CPC Jiangsu Provincial Chief said that the protection of key ecological functional areas such as Sanjiangyuan has also benefited Jiangsu, adding that Jiangsu must learn from the good practices of Qinghai and unswervingly promote ecological environmental protection.
Qinghai Xuefeng Yak Dairy Company is the largest yak product processing enterprise in northwest China. After visiting the company's production line, Lou Qinjian said that the quality of agricultural and animal husbandry products such as Qinghai’s dairy products is of high quality, adding that Jiangsu will encourage strengthened cooperation through various means to make quality products benefit more people.
In the past ten years, Xiaogaoling Village, Wuyuan County, Xining City has persisted in the management of forests and water conservation, and has achieved remarkable results. Since the paired assistance program was forged between Luhe District of Nanjing and Wuyuan County, the village has carefully created a collective economic comprehensive development zone that integrates the party official education and training experience zone and the leisure agricultural sightseeing zone, effectively driving local economic development and income growth of poor households.
Lou noted that the key to the earth-shaking changes in Xiaogaoling is that the village’s party organization has played a strong role. The villagers dare to be the first, and it is worth learning the spirit of doing a good job in all aspects.
When visiting the Gongbei County North School, Lou was pleased to see that the school is equipped with good hardware and could fully meet the needs of the children of nearby residents and surrounding farmers and herdsmen. He hoped that Qinghai in Jiangsu would further strengthen cooperation in education and improve people’s quality through education so as to block up the intergenerational transmission of poverty.
Qinghai is one of the important birthplaces for the dissemination of Tibetan medicine. In Hainan Prefectural Tibetan Medicine Hospital, which was built by Jiangsu Province, Lou Qinjian learned more about the development of Tibetan medicine and visited the inpatients. He hoped that Jiangsu and Qinghai would give full play to their advantages and strengthen cooperation in scientific research and clinical practice to promote the development of Tibetan medicine and make it better for the benefit of the people.
Under the assistance of the Jiangsu’s aid program, the Guide County People's Hospital has greatly improved tits hardware and diagnosis and treatment. Lou investigated the hospital and observed the ongoing remote video consultation between the hospital and the People's Hospital of Jiangsu Province.
The CPC Jiangsu Provincial chief stressed that it is necessary to fully rely on the medical resources of Jiangsu to help the development of health care in the aided areas, and bring more sense of gain and happiness to the farmers and herdsmen.
Lou Qinjian also took photos with the students of Nantong University who are engaged in a teaching stint here, encouraging them to do a good job in teaching, writing youthful chapters in serving others and contributing to society, and realizing the value of life.
Zhangjiagou Village in Guide County is one of the "highland beautiful villages" under the support of the aid program from Jiangsu. Lou Qinjian visited the village to learn about the improvement of living environment and rich cultural life. He hoped that the good experience and good practices formed here can be shared between the two places so as to further promote the improvement of the rural living environment.
Banyan Village, Huzhu County, Haidong Prefecture, achieved the goals of poverty alleviation and shaken off poverty last year by relocating the villagers to resettlement quarters.
Lou visited the households of Tujia ethnic group to learn about the progress of the resettlement project. He said the resettlement of the villagers is an important method to shake off poverty and the paired assistance program will bring into full play its resources to ensure the smooth progress of the resettlement.
During the inspection tour in Qinghai, Lou Qinjian also paid a visit to the Jiangsu officials sent to Qinghai for the paired assistance program.
