A cooperation agreement on rural finance development was signed Tuesday morning in Nanjing by the provincial department of agriculture and rural affairs, the provincial department of finance, the provincial department of human resources and social security, the provincial healthcare security administration and Mybank.
Under the sponsorship of the provincial department of commerce, the framework agreement on the comprehensively deepening of cooperation to promote rural financial development cooperation in Jiangsu Province is meant to ensure the rural clients to gain access to efficient and convenient financial services so as to spur rural revitalization and county-level economic development.
Compared with cities, the rural areas have always been weak in financial services, and the rate of farmers applying for loans is much lower than that of urban residents.
The CPC Central Committee and the State Council issued in last February the opinions on facilitating the organic connection between small farmers and modern agriculture in a bid to encourage the development of rural inclusive finance, and explore and improve the policy of small-credit loans for small farmers without mortgages and guarantees.
Since the signing of the strategic framework agreement between Jiangsu Provincial Government and Alibaba Group in 2016, Jiangsu has cooperated with Alibaba Group and Ant Financial Group in the fields of smart city construction, governance and people's livelihood services, new retail and other fields with remarkable results.
After signing the contract, Mybank will use the Internet's technology, data and channel innovation to help the province's small and micro enterprises and rural users to solve the problem of financing difficulties and greatly improve the financial service access rate of the rural users.
