East China’s Jiangsu province held a working conference on civil affairs Wednesday in Nanjing. Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, gave instructions and Governor Wu Zhenglong met with the delegates.
In the instructions, Lou Qinjian emphasized that the province's civil affairs system has conscientiously implemented the decision-making arrangements of the central and provincial Party Committees, served the people's livelihood, and did a lot of fruitful work, effectively serving the province's reform, development, and stability.
The civil affairs system is a matter of great concern to people’s livelihood, and improving the measures for livelihood is typical of staying true to the Party’s founding mission, he said.
Lou urged the party committees and governments at all levels in the province to implement the important gist of General Secretary Xi Jinping’s instructions on the civil affairs work and adhere to the people-centered approach for the construction of a well-off society in an all-round way.
The Provincial CPC chief demanded that the Party’s leadership be strengthened over the civil affairs system so as to give better play to the all-inclusive and basic role of civil affairs in social construction.
He called on the civil affairs departments at all levels to enhance their political stance, deepen ideological emancipation, focus on poverty alleviation, strengthen basic livelihood guarantee, innovate grassroots social governance and improve basic social service for innovative breakthroughs so as to solidly promote the high-quality development of civil affairs and make new contribution to the construction of a new Jiangsu.
Governor Wu Zhenglong extended his congratulation to the advanced organizations, advanced workers and role models for their commitment and dedication to the civil affairs work.
The civil affairs system is a matter of great concern to people’s livelihood, and improvement of the livelihood should be promoted in accordance with the Xi Jinping Thought on socialism with Chinese characteristics for a new era.
It is important for the province to promote the development of the civil affairs work from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping as the core so as to promote the province’s high-quality development of civil affairs and greet the 70th anniversary of the founding of the People’s Republic of China with greater achievements, the governor said.
In February this year, he Ministry of Civil Affairs unveiled 10 policies and measures to be taken this year to improve livelihoods.
The ministry will guide local civil affairs authorities to strengthen temporary assistance, making it play a better role in guaranteeing basic living standards and relieving emergencies.
It will step up efforts in developing a nursing system for impoverished people with serious disabilities to improve their living qualities.
The ministry will further standardize the transparency of trust in charitable organizations and mobilize and guide more social forces to participate in poverty alleviation.
Other measures target support for people living in dire poverty, public services in rural areas, urban and rural community-based self-governing organizations, including social organizations, vagrants and beggars.
