East China’s Jiangsu province held a meeting on Monday to study and deploy measures for flood prevention and drought relief during the rainy season. Lou Qinjian, secretary of the CPC Jiangsu Provincial committee, gave an instruction on the intensification of the efforts for flood prevention and drought relief across the province.
Lou Qinjian stressed that it is of paramount importance to make adequate preparations for flood prevention and drought relief.
The recent spell of extreme weather such as heavy rain, strong winds and hail occurred in some areas of our province and the severe droughts in some places have exerted a great impact on the production and life and caused certain property losses, he said.
All localities and departments must fully recognize the current complicated and severe situation of flood control and drought relief, prioritize the protection of people's lives and property safety, take the prevention of flood control and drought prevention as the means to test the founding mission, and implement the flood prevention responsibility system with the executive head responsibility system as the core, said the CPC provincial chief.
Lou also called for the province to strengthen unified command and coordination, strengthen scientific dispatch and management of water so as to ensure that the province spends the flood season safe and sound and back up the province’s high-quality development.
Fan Jinlong, head of the provincial headquarters for flood control and drought relief, addressed the meeting. Fan is also member of the standing committee of the CPC Provincial Committee and executive vice governor. Fei Gaoyun, vice governor and deputy commander of the provincial headquarters for flood control and drought relief, also spoke at the meeting.
The governors urged the all relevant departments to adhere to the guidance of Xi Jinping's new era of socialism with Chinese characteristics, establish the people-centered development thinking, gain a firm footing on flood control and drought relief, so as to forestall major risks and avoid disasters by tightening the responsibility, implementing the risk-reduction and emergency preparedness measures, focusing on the prevention of key areas and key links, strengthening the basic support of the project, guaranteeing the safety of urban and rural water supply, and resolutely guarding against serious floods and droughts.
