Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, went on an unannounced inspection tour to the rural areas in Huai’an last week to learn about the improvement of livelihood in Xuyi, Jinhu and Hongze counties.
Lou asked the driver to pull up in front of a dilapidated red brick bungalow on the roadside in Huanghuatang Village, and paid a visit to 70-year-old Li Zhenghua’s home.
He inquired about Li’s family income, saying that the villagers have a strong willingness to be relocated into resettlement rural quarters.
In Lugou village, the CPC Provincial chief asked the village Party chief whether all the needy people can be relocated into resettlement rural quarters.
He also asked the village officials to make systematic and coordinated advancement in the improvement of housing conditions for the rural residents.
Basic living allowance should be ensured for the sick and needy people in the rural areas after the relocation, he said.
When visiting a resettlement rural quarter in Jinhu County, Lou Qinjian made a detailed inquiry into the cost of construction, the property fees and the provision of supportive facilities such as school and healthcare center.
He said that the improvement of rural housing in northern Jiangsu is a systematic project. It is necessary to make overall consideration of public services and industrial support, and implement a community management model to enable farmers to live comfortably and become rich, and to prevent new communities from becoming vacant communities and to form new waste.
The implementation of the rural revitalization strategy rests with giving full play to the functions of townships. Lou Qinjian inspected the new towns and new villages with focus on the supporting services such as schools and health centers.
In Huanghuatang Town Health Center, he chatted with the villagers who were here for free medical examinations. He also asked the doctor on duty about the management system and the income guarantee, demanding that the improvement of rural healthcare service should help the villagers gain easy access to medical care services.
The CPC Provincial chief also visited two schools in Hongze County to learn about the drop-out rate and the improvement of teaching quality.
He said that education is a major event that affects thousands of families and future development. It is also an important part of building a comprehensive well-off society so that must satisfy the people's willingness to let their children enjoy quality education by respecting the law of education development, deepening education reform, and improving education quality for the students to afford attending schools.
When visiting Hongling village, Lou Qinjian inquired about the transformation of government function and social services at the grassroots level.
He was pleased to be informed that the village has got rid of debt and registered more than 1 million yuan of revenue last year.
He asked the village officials to lead the rural residents to carve out a path of shared prosperity so that the villagers will lead a better-off life.
During his inspection tour to Huanghuatang township government, he told the government officials that the relocation of farmers into the resettlement quarters is a major decision made by the provincial party committee and the provincial government to build a high-quality and well-off society and conform to the law of urbanization.
He also asked the officials to promote the theme education of staying true to the Party’s founding mission among Party members to promote the livelihood projects for the construction of a new Jiangsu.
