East China’s Jiangsu province gave out the province’s highest science and technology awards at a conference held Friday in Nanjing. Lou Qinjian, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, attended the meeting and awarded the provincial award certificate to the winner of the National Science and Technology Award and the first prize of the National Science and Technology Progress Award. Wu Zhenglong, deputy secretary of the provincial party committee and governor, addressed the meeting. Huang Lixin, chairwoman of the provincial CPPCC, attended the meeting.
Lou gave out the provincial award to Qian Qihu, winner of this year’s National Science and Technology Award. The 82-year-old academicianscientist is a professor of the Army Engineering University of the People's Liberation Army and an academician of the Chinese Academy of Engineering. He is the founder of China's modern protective engineering theory and the founder and leader of the protective engineering discipline.
The CPC Provincial chief also handed out the award to Professor Shi Bin of Nanjing University, winner of the first prize of the 2018 National Science and Technology Progress Award.
On behalf of the provincial party committee and the provincial government, Wu Zhenglong expressed his warm congratulations to all the winners and paid high tribute to the scientific and technological workers in the province.
He pointed out that since last year, the provincial party committee and the provincial government have conscientiously implemented General Secretary Xi Jinping’s important instructions and the decision-making and deployment of the Party Central Committee and the State Council, formulated a series of policy measures, and achieved new results in technological innovation.
Entering the new era and standing at a new starting point, we must adhere to the guidance of Xi Jinping's new era of socialism with Chinese characteristics, uphold the new development concept, give full play to development as the first priority, talent as the primary resources, and innovation as the leading driving force, implement the innovation-driven development strategy, promote technological innovation and independent innovation, and accelerate industrial transformation and upgrading, said the governor.
He called on the province to stimulate the innovation vitality of scientific and technological talents, highlight the status of enterprise innovation, promote the optimization and integration of innovation resources, promote the transformation of scientific and technological achievements, and forestall and defuse major risks so as to deepen the reform of government functionsand create an innovative and entrepreneurial environment with international competitiveness.
Fan Jinlong, member of the Standing Committee of the Provincial Party Committee, executive deputy governor and secretary-general of the provincial party committee, presided over the meeting. Vice Governor Ma Qiulin read the "Decision of the Provincial Government on Science and Technology Awards for Jiangsu Province in 2018".
There are 276 winners for the 2018 Jiangsu Science and Technology Awards, including 45 first prizes, 79 second prizes and 152 third prizes. Seven companies won the 2018 Jiangsu Province Enterprise Technology Innovation Award, and five foreign experts won the 2018 Jiangsu International Science and Technology Cooperation Award.
Qian Qihu spoke at the conference on behalf of the first prize winners.
Chen Wei, general manager of Hengtong Optical Fiber Technology Co., Ltd., made a speech on behalf of the province’s science and technology workers.
