A party and government delegation headed by Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, and Wu Zhenglong, governor of Jiangsu, left Nanjing for Shaanxi on Thursday. The delegation will carry out investigation to implement the spirit of General Secretary Xi Jinping’s important speech on poverty alleviation and the spirit of the annual two sessions and further promote poverty alleviation and cooperation for a new height in the cooperation between Jiangsu and Shaanxi.
This is the third high-level visit between Jiangsu and Shaanxi since the end of 2017. The two provinces will resolutely implement General Secretary Xi Jinping's instructions on poverty alleviation and the coordination of poverty alleviation between the east and the west, further strengthen strategic coordination in major industries, major projects, major policies, etc., and deepen cooperation for common development.
Not long ago, under the joint promotion of Yangzhou, Jiangsu and Yulin, Shaanxi, a group of plush toy enterprises from Yangzhou were put into production in Yulin Suide County. A number of fashionable plush toys have been successfully launched since the settlement of the enterprises.
In the past year or so, industrial poverty alleviation projects between Jiangsu and Shaanxi have continued to take root in Shaanxi. At the end of 2017, the provincial party secretary Lou Qinjian and the governor Wu Zhenglong proposed during an investigation tour in Shaanxi that Jiangsu and Shaanxi should seize the opportunity to promote industrial development. In April 2018, when the party and government delegation of Shaanxi Province visited Jiangsu, Jiangsu proposed to promote more investment in the development of Shaanxi enterprises.
Jiangsu has continuously increased industrial poverty alleviation efforts to ensure that funds will be preferentially invested in poverty counties and poverty alleviation industry demonstration zones in Shaanxi so as to strengthen interest linkages, embed poor farmers in industrial poverty alleviation projects, and boost industrial development and farmers' income growth.
Statistics show that in 2018, 95% of the 556 poverty alleviation projects supported by financial funds of Jiangsu and Shaanxi were industrial projects which benefited 391,200 poor people. Of the 1.694 billion yuan allocated this year, 595 million yuan was poured into 11 poverty counties, averaging 54.3 million yuan per county. Through financial support, technical training, market expansion, and brand cultivation, Jiangsu has also helped Shaanxi to successfully cultivate a large number of specialty farm produce brands.
The continued cooperation between Jiangsu and Shaanxi has helped to improve the livelihood in Shaanxi. Fudan Friendship Kindergarten is a Jiangsu-Shaanxi joint project built according to the standards of Shaanxi’s model kindergarten. The 10-million-yuan project can accommodate 450 children. It has greatly eased the access to kindergartens the rural areas since it was officially opened at the end of last year.
A number of subsidized infrastructures such as roads and bridges, health clinics, nursing homes, and cultural squares have emerged to increase the local people’s sense of gains. As of December 2018, doctors from Jiangsu had treated a total of 44,600 patients, including 12,400 poor patients in the countryside.
10 prefectural cities in Jiangsu have formulated cooperative plans for their counterpart cities in Shaanxi, and 56 poverty-stricken counties have formulated poverty alleviation coordination plans. This year, Jiangsu will help lift 29 counties and 565,000 people in Shaanxi out of poverty.
