Lou Qinjian, Secretary of the Provincial Party Committee and Director of the Provincial Leading Group for Comprehensively Deepening Reforms, presided over the fifth meeting of the Provincial Committee for Comprehensively Deepening Reforms. The meeting was held to study and implement the spirit of the Sixth Meeting of the Central Leading Group for Comprehensively Deepening Reforms, and review the 2018 work summary of the Provincial Committee for Comprehensively Deepening Reforms, major agendas for the work in 2019 and three reform plans.
Lou Qinjian emphasized that it is necessary to thoroughly study and implement the spirit of the important speech delivered by General Secretary Xi Jinping at the sixth session of the Central Committee Commission for Comprehensively Deepening the Reforms, further strengthen the responsibility system, seize the highlights in reform tasks, and encourage grassroots communities to explore innovation and unswervingly deepen reforms and gather new momentum for high-quality development.
When making arrangements for the implementation of the central government's reform decision-making policies and giving clear requirements for the province's annual reform work, Lou stressed that it is necessary to take greater courage, make stronger efforts, and act more forcefully to carry out the reform to the end.
The CPC Provincial chief demanded that more efforts should be made to place on top of the agenda the reforms in the overall work, have a good command of the reform thinking and reform methods to promote steady growth, make structural adjustment, benefit the people, forestall and defuse risks and ensure stability, adding that it is necessary to maintain a high degree of political consciousness, ideological consciousness and self-consciousness, take the initiative to match the central government's reform and deployment, and follow the clear timetable and roadmaps to promote the implementation of the reform tasks one by one.
Lou Qinjian pointed out that in accordance with the requirements put forward by the Central Committee Commission for Comprehensively Deepening the Reforms, Jiangsu should focus on major issues and important tasks, highlight the breakthroughs in key and fundamental reforms to enhance the overall effect of reform, focus on reforms that are conducive to high-quality development, give full play to technological innovation, fiscal, taxation, and talent development, and strengthen policy innovation so as to jointly build a policy system that is conducive to high-quality development.
Lou called the province to focus on optimizing the business environment, reducing the cost of institutional transactions, and continuing to promote the administrative reform， the financial system reform, and the construction of property rights protection systems.
He urged the province to focus on reforms that are conducive to enhancing people's sense of acquisition, happiness, and security, adhere to problem-oriented approaches, and intensify reforms in education, medical care, social security, social governance, and environmental protection to ensure that the development will benefit more people.
