The 13th Provincial People's Congress kicked off its 2nd annual session Monday in Nanjing. Lou Qinjian, executive chairman of the Presidium of the session and Secretary of the Provincial Party Committee, presided over the meeting. Governor Wu Zhenglong delivered the government work report on behalf of the Provincial People's Government.
Lou Qinjian, Chen Zhenning, Xu Zhongzhi, Xing Chunning, Liu Handong, Wei Guoqiang, Qu Futian were elected executive chairpersons of the session.
Lou said the opening of the annual legislative session echoes the study and implementing of Xi Jinping's Thought on Socialism with Chinese Characteristics for a new era, the Spirit of the 19th National Congress of the Communist Party of China, and the Spirit of the Fifth Plenary Session of the 13th Provincial Party Committee.
Top on the agenda of the session are reviewing and discussing the work reports of the Standing Committee of the Provincial People's Congress, the provincial government, the provincial court, the provincial procuratorate, and the plans and budgets under the leadership of the Jiangsu Provincial Committee of the Communist Party of China as well as the goals and tasks for economic, political, cultural, social and ecological progress in 2019.
According to Lou, the session is of great significance to gathering the wisdom and strength of the people of the province, getting united around the Party Central Committee with Comrade Xi Jinping as the core, guided by Xi Jinping's new era of socialism with Chinese characteristics and the spirit of the 19th National Congress of the Communist Party of China, working in accordance with the deployment of the Fifth Plenary Session of the 13th Provincial Party Committee, making the sprint for building a well-off society at a high level, promoting high-quality development, and accelerating the construction of a new Jiangsu.
On behalf of the provincial people's government, Wu Zhenglong made a government work report by reviewing the work in 2018 and laying out the tasks for 2019.
Wu Zhenglong said that 2018 is the first year for the implementation of the spirit of the 19th National Congress of the CPC and General Secretary Xi Jinping’s inspection tour to Jiangsu, which is his first inspection tour after the conclusion of the 19th National Congress of the CPC, pointed out the direction for us.
The Governor noted that Jiangsu has adhered to the guidance of Xi Jinping's new era of socialism with Chinese characteristics, implemented the spirit of the 19th National Congress of the Communist Party of China and General Secretary Xi Jinping's important instructions on the work of Jiangsu, and the decision-making arrangements of the Party Central Committee, the State Council, and the provincial party committee.
By striving for progress while maintaining stability and promoting the in-depth implementation of the new development concept, the governor said, Jiangsu has made remarkable progress in the overall planning for the work of reform, development and stability, coordinated urban and rural regional development, the deepened reform and opening up, the people's sense of happiness and the sense of security, the province's high-quality development and the new Jiangsu construction.
When laying out the tasks for 2019, Wu Zhenglong said Jiangsu will strive to make progress while maintaining stability, persist in new development concept, boost high quality development, enhance supply-side structural reform, insist on market-oriented reform, promote opening up, implement national strategies such as the Belt and Road initiative, the Yangtze River Economic Belt and the integrated development of the Yangtze River Delta region and make overall planning for various tasks so as to lay a solid foundation for building a comprehensively well-off society and promoting high quality development and salute the 70th anniversary of the founding of the People’s Republic of China.
According to Wu, in 2019, Jiangsu will strive to increase its regional GDP by more than 6.5% and the general public budget revenue by about 4.5%.
The province will ensure that its percentage of R&D investment will account for 2.65% of the total GDP while its fixed asset investment will increase by 6%, and the investment in high-tech industry, industrial technology reform, and industrial production by 10%, 9% and 6.5% respectively.
The Governor said in the government work report that the province will make sure that the total retail sales of social consumer goods will increase by 8.5%, the import and export of foreign trade and the use of foreign capital remain stable and effective, 1.2 million jobs will be created in urban areas and the urban registered unemployment rate and the surveyed unemployment rate will be controlled within 4% and 5% respectively.
By controlling the CPI growth within 3%, Jiangsu will ensure that its residents' income growth is in line with economic growth, energy conservation and emission reduction, while the quality of the atmosphere and water environment measure up to the country's goals, the governor said in his report.
To ensure that the goals are met, the province should make greater efforts for the in-depth implementation of the gist of the Central Economic Work Conference andthe Fifth Plenary Session of the 13th Provincial Party Committee, the construction of a modern economic system, the promotion of the development kinetic energy, the promotion of coordinated development of urban and rural areas, andthe victory in preventing and defusing financial risks, targeted poverty alleviation and pollution control so as to enhance the people's sense of well-being and sense of security, the governor said.
Wu Zhenglong noted that the ultimate goal is to maintain stable and healthy economic development, promote industrial transformation and upgrading, foster and develop new kinetic energy, implement rural revitalization strategy, promote ecological civilization construction, promote regional integration development, deepen reform and expand opening up, strengthen and innovate social governance, and guarantee and improve people's livelihood.
The report on the implementation of the National Economic and Social Development Plan for Jiangsu Province in 2018 and the draft plan of National Economic and Social Development for 2019 were distributed to the members for review. The report on the implementation of the 2018 budget and the 2019 budget draft were also handed out at the session.
