East China’s Jiangsu province has stepped up its efforts for the promotion of the paired assistance program in Xinjiang in the 13th five-year plan period. By integrating the advantages of capital, technology, talent and market of Jiangsu with the specialty resources of Xinjiang, Jiangsu is to come up with a whole industrial chain and contribute its efforts to the economic development and poverty alleviation in Xinjiang.
Crab farming used to be non-existence in Chabuchar County of Yili Prefecture due to climate and temperature factors, in particular the lack of technical personnel though the county is located in the northern foot of the Tianshan Mountains and south of the Ili River, endowing the county with pure water.
Since 2017, the task force from Yancheng city of Jiangsu has given full play to the resources of capital, talent and technology to help Chabuchar County introduce crab fry and breeding technologies. The native people of Ili have now been able to savor the delicacy of hairy crabs and boost income increase.
The Yangtze River hairy crab breeding base in Ili have nurtured 24 million crab seedlings and promoted rice-crab cultivation over 33 hectares of rice fields. As a result, 166 farming households have been lifted out of poverty.
Over the past years, Jiangsu has given full play to the advantages of the regional resources in Xinjiang to boost the progress of the paired assistance program there.
The task force from Jiangyin city of Jiangsu has invested 10 million yuan to help a village in Huocheng County to build cement highways and launch folk tourism projects by designating 13 rural sightseeing outlets. 75 villagers have been lifted out of poverty.
In the meantime, Jiangsu has promoted the transfer of Jiangsu's advantageous industries to Xinjiang so as to help the regions in Xinjiang by creating more jobs. A home textile industrial park in Yining County launched by the task force from Nantong city of Jiangsu has settled 8 enterprises and created nearly 5000 jobs for the local people.
Through investment promotion and policy support, textile, light industry, electronics and other industries are continuously being grafted from Jiangsu to Xinjiang, and a modern industrial park dominated by labor-intensive enterprises has risen in the vast Gobi Desert.
In 2017 alone, the Ili Prefecture signed agreements on the introduction of 181 investment projects totaling 20.1 billion yuan. 124 of them have been put into operation to create 10736 jobs for the local people. 16 enterprises from Jiangsu have settled in Kizulsu Prefecture to bring a total investment of 900 million yuan.
