The Provincial Leading Group for Deepening Overall Reform convened its 12th plenary meeting on Monday to address issues concerning the deepening of overall reform. The meeting was presided over by Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee.
The meeting reviewed the "Implementation Opinions on Regulating the Overseas Business Conduct of Enterprises" and "Implementation Opinions on Deepening the Reform of the Educational System and Mechanism", which will be revised and improved further in accordance with the discussion of the meeting before they are issued in compliance with the procedures.
Jiangsu is an open economy powerhouse and regulating the overseas operations of enterprises is of great significance to the promotion of the construction of “Belt and Road Initiative” and the healthy and orderly development of the enterprises, according to a statement released after the meeting.
It is necessary to guide enterprises to strengthen self-discipline, publicize laws and policies concerning overseas operations, urge enterprises to abide by the laws of the countries and regions where they are based, follow international rules and practices, respect local customs, perform social responsibilities, and establish a good image for the enterprises of Jiangsu, the statement said.
We must strengthen the supervision of overseas business operations of the enterprises, establish and improve the oversight system of the overseas business operations, implement management responsibilities, and strengthen the supervision of key areas so that more companies will make their overseas presence, according to the statement.
The educational reforms involve thousands of families, and it is necessary to fully implement the Party’s education policy, take fairness and quality as the core, follow the laws of educational development, and the rules for the growth of talents, and strive to do a good job in education that the people are satisfied with, according to the statement.
It was emphasized that the province should boost the rule of law construction, which is an important guarantee for the province to comply with the national development strategy on the basis of the actual development of Jiangsu, focus on future development needs, give full play to the province’s advantages of being the home to tens of thousands of legal talents, create a high-end platform for the rule of law, attract all types of high-end legal talents, create a first-class legal environment so as to better serve the high quality development, the implementation of major strategies such as the “Belt and Road Initiative”, the development of the Yangtze River Economic Belt, the integrated development of the Yangtze River Delta and coastal development, the statement said.
