The CPC Jiangsu provincial committee convened a high-level meeting on Monday, calling for high-quality growth in Yangtze River Economic Belt development.
The meeting conveyed the spirit of the CPC Central Committee’s leading group for promoting the development of the Yangtze River Economic Belt, stressing that the construction of the Yangtze River Economic Belt in Jiangsu should be placed under the spirit of General Secretary Xi Jinping’s important speech and the work arrangement of the CPC Central Committee.
The meeting emphasized that not only should ecological priorities and green development be taken as the development requirements for the development of areas along the Yangtze River but also systematic thinking should be maintained.
The ecological and environmental protection of the Yangtze River should be taken as the main axis of ecological civilization construction in the province with the whole province considered as a large ecosystem so as to create and explore ecological priorities and green development, and achieve high-quality development with distinctive features.
At a high-level meeting held last Thursday in Beijing, Chinese Vice Premier Han Zheng called for developing the Yangtze River Economic Belt to achieve high-quality growth.
Local governments and related departments should prioritize ecological conservation and green development, said Han, who is also member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and head of the leading group for promoting the development of the Yangtze River Economic Belt.
Han urged them to handle the five major relationships pointed out by Chinese President Xi Jinping in late April when Xi called for achieving high-quality economic growth through developing the Yangtze River economic belt.
By stressing the importance of enhancing reform and innovation, strategic coordination as well as planning and guiding in developing the economic belt, Xi called for all-out efforts to protect the Yangtze River, saying there should be no large-scale development of the river.
"It is a major decision made by the CPC Central Committee and a major strategy concerning overall national development to promote the development of the Yangtze River economic belt," Xi said.
The meeting heard a report on the integration of military and civilian development in the province and pointed out that the province’s integration of civil and military development enjoys a good foundation, obvious advantages, and outstanding results, which has laid a solid foundation conditions for the province to take the lead in the country.
We must conscientiously study and implement Xi Jinping's strategy of military-civilian integrated development, seize strategic opportunities, and examine the development of military and civilian integration with a holistic perspective and historical perspective so as to make greater contributions to the realization of China’s dream of strengthening the army, and promote high quality development in Jiangsu.
Greater efforts should be made to give full play to the province's advantages for major breakthroughs, encourage local enterprises to participate in national defense construction, target high-tech fields, focus on military logistical support, and create distinctive brands.
It was announced at the meeting that the province will establish the Provincial Office for Military-Civil Integrated Development in a bid to improve the organization and management system, work operation system, and policy and system for the integration of military and civilian development and the improvement of the operating mechanism through concerted efforts.
The meeting was also briefed on the implementation of the 263 Action Plan across the province. The 263 Action Plan should be used as an important starting point for the implementation of the central government's requirements for the deployment of ecological environmental protection and the promotion of ecological and environmental protection in the province, the meeting said. The 263 Action Plan is a key initiative to fight against environmental pollution, which includes subthemes like coal consumption reduction, the reduction of backward production capacity, hazardous waste governance and VOC governance.
The meeting discussed the Implementation Plan of the Provincial Commission for Discipline Inspection and the Provincial Disciplinary Supervision Commission on the Dispatch of Pilot Supervision Team to the Provincial State-owned Enterprises, emphasizing that this pilot work is of great significance for the strengthening of the party's leadership over the state-owned enterprises, promote the full coverage of supervision, and ensure the healthy development of state-owned enterprises.
