Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, joined a group deliberation of deputies from Xuzhou city to the annual session of the Provincial People's Congress in Nanjing, capital of east China’s Jiangsu province on the afternoon of January 26.
The deputies noted that the report on the work of the government made by Governor Wu Zhenglong is guided by the Xi Jinping Thought on socialism with Chinese characteristics for a new era by focusing on the implementation of the spirit of the 19th CPC National Congress and various arrangements made by the Third Plenary Session of the 13th CPC Provincial Committee, summarizing the achievements made by Jiangsu over the past five years, highlighted high quality development for the grand blueprint of building a new Jiangsu, putting forward the goals and tasks for the next five years and the focus of this year's work, reflecting the common aspirations of the people in the province.
Lou Qinjian said the report on the work of the government comprehensively summarized the work done in the past five years, honored the promise to the people, put forward the goals, tasks and ideas and measures for the next five years which is in line with the full implementation of the Xi Jinping Thought on socialism with Chinese characteristics for a new era accords, the goal of high quality development in Jiangsu and the requirements made by the CPC central committee on Jiangsu’s development.
General Secretary Xi Jinping visited Xuzhou in his first inspection tour to the localities shortly after the conclusion of the 19th CPC National Congress and this is the most extraordinary and most encouraging thing, Lou said, adding that General Secretary Xi Jinping highlighted the theme of high-quality development.
[voice over]The CPC provincial chief demanded that the party and government officials in Xuzhou should bear in mind the general secretary's exhortations and based on the orientation of the new era grasp the law of development with a global perspective to promote the development of high-quality development with superb results with satisfactory answers.
Lou also noted that Xuzhou should enhance its stance in the national strategy by seizing the opportunities of the Belt and Road initiative and taking advantage of its role of being the central city of the Huaihai Economic Zone to plan a new round of development from the perspective of the national strategy, break the inertia of thinking, dare to aim at the energy level of large cities for autonomous planning, and make it a bigger and stronger central city with improved energy levels and concentration of radiation capabilities.
It is fundamental for Xuzhou to give play to the advantages of leading enterprises to develop distinctive and advantageous industries such as construction machinery by adhering to the characteristics of the brick and mortar economy, gaining the upper hand, focusing on the key issues of how to strengthen the traditional industries and occupy a place in the emerging industries, and making use of the geographical advantages to strengthen the development of transportation hub logistics and other key industries, the CPC chief said.
Lou Qinjian demanded that as a city in the accelerated period of industrialization, Xuzhou should speed up the development of modern agriculture, promote urbanization, promote the deep integration of informatization and industrialization, and vigorously develop new industries, new models and new formats.
As an old industrial base, Xuzhou is challenged with the pressure on the transformation-oriented development, Lou Qinjian said, adding that it is a more arduous task to promote high-quality development and build a well-off society on a full scale by carrying forward the spirit of the Huai-Hai Campaign, inspiring the brave and courageous spirit to create a good atmosphere for political ecology and development, laying a solid foundation for the new era, winning victory in the tough battle of reform and development and living up to the expectations of General Secretary Xi Jinping and the CPC Central Committee.
