The provincial people’s congress of Jiangsu has played an active role in the promotion of social governance through the legal system.
Over the past five years, the Provincial People's Congress and its Standing committee have followed the CPC provincial committee's deployment, played a leading role in the legislative work, promoted scientific legislation, democratic legislation and legislation by law to promote social and economic development and provide guarantee for social governance.
In the Jiangbei New Area, which is similar to the Nanjing urban area in size, more than 1 million residents used to be perplexed when they needed to make marriage registration and go through the procedures for buying houses, handling health insurance and children’s attendance at school as they did not know whether they should visit the new area administration or the regional government of Pukou and Luhe or the local offices of the municipal authorities.
The Jiangbei New Area was established with the approval by the State Council from the merger of the previous Pukou district, Luhe district and the Dachang petrochemical development zone.
In July last year, the standing committee of the provincial people’s congress approved the Decision of Nanjing Municipal People's Congress on administrative affairs of Nanjing Jiangbei New Area, giving the administration authority legal empowerment.
For many years, local legislative power is attributed to the provincial legislature and the legislative bodies of Nanjing, Wuxi, Xuzhou and Suzhou.
The standing committee of the 12th provincial people’s congress made two decisions on the empowerment of legislative power to the legislative bodies of nine prefectural cities. The provincial legislature has since strengthened training guidance and legislative review for the legislatures at the prefectural level.
The Provincial People's Congress and its Standing Committee have reviewed and approved 87 local laws and regulations and approved 132 regulations submitted for approval by the prefectural municipalities.
Over the past 5 years, The Provincial People's Congress and its Standing Committee have focused on the promotion of economic restructuring, core strategy of innovation-powered development, improvement of people's livelihood and promotion of ecological civilization by approving the South Jiangsu National Independent Innovation Model Zone Regulations, the Jiangsu Province Medical Dispute Prevention and Treatment Regulations and the Jiangsu Province Circular Economy Promotion Regulations.
