East China’s Jiangsu province has opened shared parks to create high-quality public space. The Ministry of Housing and Urban-Rural Development recently issued a notice requiring the pilot project of open and shared urban park green space to expand the open and shared new space.
Jiangsu has always been at the forefront of the national landscape construction, taking the lead in achieving the full coverage of the national landscape cities, with a total of 9 national ecological landscape cities, accounting for 47% of the country's total.
In recent years, Jiangsu has firmly established the people-centered development concept, paid more attention to the construction of convenient park green space, actively promoted the utilization of space by building a batch of "happy gardens" every year and incorporating them into the provincial government's livelihood projects.
The pilot project of the Ministry of Housing and Urban-Rural Development requires all localities to carefully sort out the free space in the park green space, the lawn area available for recreational activities and the space under the forest, and establish a list of green spaces available for open sharing.
The Bird Joy Park in Sucheng District, Suqian City was originally a closed green space. Last June, the local government renovated the park. On the basis of maximizing the preservation of the original ecological community, it added infrastructure, planted landscape, and integrated the concept of sponge city construction to carefully build the city first zero-carbon park in Suqian.

The pilot project of the Ministry of Housing and Urban-Rural Development requires that the open and shared areas should be located in areas with relatively flat terrain, relatively complete and convenient service facilities and emergency support.
In the process of building joyful gardens, pocket parks, and urban greenways, Jiangsu has given priority to the layout of areas with insufficient public service facilities such as old urban areas, old residential areas, and green spaces, and has striven to achieve a green shared space for residents to rest, communicate, and exercise within 5-10 minutes of going out.
Nanjing, Suzhou, Lianyungang and Yancheng have respectively prepared pocket park planning or construction guidelines to guide and promote the balanced and perfect layout of park greening activities. Up to now, the coverage rate of the ten-minute service circle of parks and greenbelts in the province has reached more than 80%.
The pilot notice of the Ministry of Housing and Urban-Rural Development also encourages all regions to expand the types of open and shared green space and increase the space for green activities.
Some places in Jiangsu have opened their courtyards to the public to make them shared by citizens. Suqian, for example, has taken the lead in the province in promoting the opening of government organizations’ courtyards by sharing more than 560 thousand square meters of green space and more than 5000 parking spaces that have benefited more than 200 thousand people.
Jiangsu will guide all localities to actively carry out pilot projects to gradually expand the open and shared areas, so that the people can better enjoy the city’s high-quality life in the high-quality development of the city.
