The standing committee of the CPC Jiangsu Provincial Committee urged the province to implement new development philosophy in the next five years, according to a meeting held on Monday.
The meeting asked officials and party members in the province to study General Secretary Xi Jinping’s important speech made when addressing a group study session of the Political Bureau of the CPC Central Committee on January 28.
Xi stressed full and accurate implementation of the new development philosophy to ensure a good start for China's development during the 14th Five-Year Plan period between 2021 and 2025.
The new development philosophy is a systematic theoretical system, which answers a series of theoretical and practical questions about the purpose, motivation, mode and path of development, Xi said.
It also clarifies major political issues including the Party's political stand, value orientation and the mode and path for development, Xi noted.
The year 2021 marks the start of the 14th Five-Year Plan and also the centenary of the CPC, making it of vital importance for China to ensure sound economic and social development this year at the beginning of the 14th Five-Year Plan period, Xi said.
Xi stressed that deepening reform in every field shall be guided by the new development philosophy and institutional guarantees must be provided for the full and accurate implementation of the philosophy via reform.
Calling for a strong sense of responsibility, Xi urged Party organizations and officials at all levels to address problems in a timely manner and refrain from being indifferent or shirking their duties.
The leading officials of the CPC Jiangsu Provincial Committee called for efforts to further study the important speech made by Xi Jinping on January 23rd when presiding over the fifth plenary session of the 19th Central Commission for Discipline Inspection of the CPC.
The meeting stressed all-out efforts to implement the CPC Central Committee's major decisions and leverage the full and strict Party governance to ensure the goals and tasks set for the 14th Five-Year Plan period between 2021 and 2025 are completed.
It urged efforts to beef up political building, deepen reform to root out corruption and address the practice of formalities for formalities' sake, bureaucratism and other undesirable conduct.
The meeting required public servants at all levels to closely align their thinking and actions with the CPC Central Committee with Comrade Xi Jinping at the core, have firm political convictions and abide by Party disciplinary rules and laws.
The standing members of the CPC Jiangsu Provincial Committee studied Premier Li Keqiang’s instruction made at a national teleconference on production safety held on Jan 23.
The Premier said in the instruction that the nation has generally maintained safe production over the past year, but the situation is still severe and complicated, as many risks still exist, so work on ensuring production safety should not relent.
Responsibilities for production safety assigned to each party should be dutifully carried out, and efforts must be made to focus on key industries and weak links, and push forward the three-year special campaign on safe production to resolve risks, he said.
Premier Li also required innovations in safety supervision, and the establishment of a tiered risk control and risk reporting system in enterprises.
Supervision efficiency, emergency response and rescue capabilities should be enhanced to prevent major accidents, protect people’s lives and property, safeguard economic and social development and set a good start in the 14th Five-Year Plan period between 2021 and 2025.
According to those at the meeting, the three-year campaign on safe production was progressing well last year, and the workplace safety situation is improving, but accidents still occur frequently and easily.
The concept of safe development should be adhered to in the whole process of planning and construction, and a tiered risk control and hidden risk investigation mechanism should be implemented, those at the meeting urged.
Laws and regulations on production safety should be improved, as well as an enforcement system. Major safety facilities should be built, according to those at the meeting.
Among this year’s major tasks listed at the meeting include the continuous study and implementation of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, improvement of the quality and efficiency of economic development, accelerated construction of a beautiful Jiangsu campaign, promotion of reform and opening up from a higher starting point, adapting to the new situation and new requirements to ensure and improve people’s livelihood, and the promotion of the provincial governance system and governance capacity modernization.
Efforts should be made to boost the work of publicity, ideology and culture, make in-depth promotion of comprehensive and strict governance of the party, strengthen the self-construction of the Standing Committee of the Provincial Party Committee and prepare the opening the 14th Provincial Party Congress so as to greet the 100th anniversary of the founding of the CPC with outstanding achievements.
