East China’s Jiangsu province will give a stronger impetus to the development of connected vehicles and intelligent connected vehicles, according to two legislative decisions adopted by the 6th meeting of standing committee of the 14th provincial people’s congress.
In recent years, Jiangsu has vigorously developed the automotive and intelligent connected vehicle industries, with infrastructure construction, demonstration applications, technological innovation, and industrial agglomeration ranking among the top in the country.
The province has gathered nearly 800 connected vehicle enterprises, recording a revenue of over 140 billion yuan in 2022, covering the entire industry chain of vehicles, components, software algorithms, connected vehicle equipment, and information services.
Jiangsu lacks management standards in the infrastructure of connected vehicles, road testing of intelligent connected vehicles, and commercial applications, thereby demanding urgent targeted legal support.
“The country has not yet enacted specific legislation on the development of connected vehicles and intelligent connected vehicles. The Standing Committee of the Provincial People's Congress promptly identified these two decisions as legislative projects for this year in a bid to provide strong legal guarantees for guiding and promoting the high-quality development of connected vehicles and intelligent connected vehicles in Jiangsu,” said Xia Zhengfang, Deputy Director of the Legal Work Committee of the Standing Committee of the Provincial People's Congress.
According to these two regulatory decisions, relevant departments should create conditions for enterprises to participate in the investment, construction, operation, and maintenance of connected vehicle infrastructure, and accelerate the promotion and application of connected vehicles and intelligent connected vehicles.
In the event of an emergency or potential occurrence of an intelligent connected vehicle, manufacturers and sellers should provide timely and comprehensive technical support and rescue services.
Once an intelligent connected vehicle encounters a traffic accident, it should be dealt with in accordance with the requirements of the traffic management department in accordance with the law.
