The city of Xuzhou has made every effort to pool the wisdom of overseas talents so as to comprehensively promote the new practice of Chinese path to modernization in Xuzhou.
“The screen we are currently seeing is a preview of a rainfall in the drainage system of Tongshan District. Based on the rainfall, we will automatically calculate the location of the waterlogging site, and at the same time, we will automatically calculate the optimal route for pump trucks and rescue personnel to arrive,” said Xie Hui, Vice President of Jiangsu Yuzhi River Basin Management Technology Research Institute.
The intelligent drainage system in Tongshan District, Xuzhou is a pilot project of the Ministry of Water Resources' digital twin watershed construction, undertaken by Jiangsu Yuzhi River Basin Management Technology Research Institute.
Xu Chongyu, Chief Scientist of the Research Institute, is an academician of the Norwegian Academy of Sciences and Arts, as well as an academician of the Norwegian Academy of Engineering. He has long been engaged in research on water resource strategy and water environment. Since attending the Jiangsu Development Summit in 2017 and 2019, Xu Chongyu and his team has created this smart drainage system for his hometown.
“The rapid development of cities and the frequent occurrence of extreme weather have put forward higher requirements for the management of waterlogging in our cities. The Yuzhi Research Institute has built a smart drainage management system in combination with the actual needs of flood control and drainage in Tongshan District,” said Xu Chongyu, Academician of the Norwegian Academy of Sciences and Arts, Academician of the Norwegian Academy of Engineering, and Chief Scientist of the Jiangsu Yuzhi River Basin Management Technology Research Institute.
“With the care and support of Academician Xu Chongyu, this platform has achieved real-time forecasting, timely warning, realistic rehearsals, and on-site contingency plans, which will maximize the safety of urban flood and typhoon prevention,” said Chen Qi, Director and Secretary of Party Committee of Water Affairs Bureau of Tongshan District, Xuzhou City.
With the help of the Second Jiangsu Development Summit, Wang Peng, who had been working in other provinces for a long time, has led Jiangsu Zhongda Tower Technology Development Co., Ltd. to gradually develop into a high-tech enterprise that integrates industry, academia, and research. The company produces products in various fields such as steel structures, power grids, communication towers, galvanizing, and photovoltaic brackets. Last year, it was named one of the top ten enterprises in China's power tower industry.
“At first, the pole and tower products we produced were both single and traditional. The local government helped us carry out "intelligent transformation and digital transformation", which pushed us towards the track of digital development. Moreover, we have achieved some results in the field of new energy. We returned to our hometown to support its development, and now our hometown has also achieved our development,” said Wang Peng, General Manager of Jiangsu Zhongda Tower Technology Development Co., Ltd.
Taking the Jiangsu Development Summit as an opportunity, Xuzhou has laid out a talent chain around the industrial chain and innovation chain, focusing on building an "empowering" talent service system. As of the end of last year, Xuzhou recorded a total of 1.7 million talents, including 136000 high-level talents. Among the enterprises founded by various talents, 419 recorded annual sales revenue of over 10 million yuan, and 14 leading talent enterprises had sales revenue of over 100 million yuan.
