The General Office of the Provincial Government has issued and implemented the "Several Policies and Measures for Promoting the High Quality Development of Self-employed Businesses" with a view to encouraging, supporting, and guiding the healthy development of the self-employed businesses, and strengthening the protection of the rights and interests of self-employed businesses, according to a press conference held by the provincial government on Wednesday morning.
Several policy measures have proposed 18 specific measures from the aspects of reducing operating costs, optimizing the business environment, and supporting excellence and strengthening.
According to the current needs and policy responses of individual businesses, Jiangsu will continue to implement light penalties, exemption from punishment, reduction and exemption of inspection and testing fees, carry out price and fee rectification, and expand the implementation of online business, intellectual property services, and the reform of transforming from self-employed businesses to enterprises.
The measures have increased recruitment services, supported participation in government procurement, and strengthened the role of insurance protection for self-employed businesses. Targeted measures have also been proposed to address issues such as difficult loans, difficult recruitment, and high costs in a bid to stabilize expectations and enhance confidence.
“The measures actively respond to the demands of self-employed businesses by focusing on refinement and expansion, and covering support policies in various fields such as financial services, social security registration, and registration. We have conducted multiple surveys in accordance with the principle of inclusiveness, striving to be pragmatic and effective, and providing assistance to self-employed businesses in their efforts to tide over difficulties”, Xue Qiang, Deputy Director General of Jiangsu Provincial Market Supervision Bureau said.
Jiangsu ranks first in the country with its self-employed businesses growing from 3.482 million at the end of 2012 to 9.982 million presently, an increase of 2.87 times, accounting for about 70% of the total number of business entities. The number of the province’s self-employed businesses is expected to hit 10 million in April.
