The ecological and environmental department of Jiangsu Province has issued a series of proactive measures to assist the high-quality development of ecological and environmental system services throughout the province.
The ten measures released this time involve multiple aspects such as project environmental impact assessment approval, arrangement of total pollutant discharge indicators, law enforcement supervision and inspection, enterprise environmental protection services, supervision, incentive and praise.
With a clear orientation of serving the construction of major projects, the ten measures clearly define that for major projects at or above the provincial level, the project environmental assessment commitment system can be implemented for approval on the premise that the local government promises to fulfill the source of total pollutant discharge indicators and improve regional environmental quality.
50% of the reserve surplus of the provincial total pollutant discharge index reserve pool will be arranged to reward prefecture-level cities with the highest improvement in environmental quality in the province.
The reserve banks of prefecture-level cities can arrange a certain amount of total pollutant discharge indicators to reward counties or county-level cities that have achieved significant environmental quality improvement.
The province will explore pilot projects to ensure exemption from the total emission balance guarantee for high-quality major projects for counties or county-level cities with PM2.5 concentrations of 25 micrograms per cubic meter or less in 2022 and maintaining or improving year-on-year in 2023 and for counties or county-level cities that reached the top two in the national or provincial assessment in 2022 and maintained year-on-year improvement in 2023.
The Provincial Department of Finance and the Provincial Department of Ecological Environment have also issued 14 incentive and subsidy measures simultaneously, aiming to expand effective investment in the ecological environment field and boost enterprise development confidence.
