East China’s Jiangsu province has explored a high-value patent cultivation model in recent years to provide strong support for innovation-powered high-quality development. As an intellectual property powerhouse, Jiangsu has continued to lead the country in key indicators including the number of patent applications, the number of authorized patents, and the number of invention patents per 10,000 people.
Researchers at Nanjing Fiberglass Research and Design Institute have been kept busy discussing a patent application for a state-of-the-art technology.
From the beginning of the design institute's technology research and development project, intellectual property service agencies have participated in providing real-time information consulting services to enterprises in all aspects of innovation.
"In the process of research and development, we found that at a certain technical point, a large number of competitors are carrying out patent layout. We will remind enterprises to make technological improvements or technical evasion in advance, or to form a patent layout package to better protect existing patents technology, " said Guo Bochi, General Manager of Nanjing Okay Intellectual Property Service Co., Ltd.
From patent navigation when a technology project is established, to route selection when technology is tackled, intellectual property service agencies provide early warning to enterprises like an enterprise's innovation radar.
"In the past three years we have applied for 274 patents and authorized 169 patents. The patents for membrane filter media and high-performance glass fiber products have won the China Patent Gold Award and Silver Award respectively," said Zhang Wenjin, Secretary of the Party Committee and Chairman of Nanjing Fiberglass Research and Design Institute.
Since 2015, Jiangsu has taken the lead in setting up a complete set of "high-value patent cultivation models" such as "intelligence and information utilization", "patent layout planning", and "whole process patent management".
Jiangsu's leading enterprises and colleges and universities have established 80 provincial-level high-value patent cultivation demonstration centers with the total output value of patented products reaching more than 130 billion yuan.
In 2021, Jiangsu will have 13.99 high-value invention patents per 10 thousand population, 1.87 times the national average.
By the end of the "14th Five-Year Plan", Jiangsu will have built about 150 provincial-level high-value patent cultivation demonstration centers, and about 400 county-level high-value patent cultivation centers to cover the advanced manufacturing clusters and key industrial chains.
