China Jiangsu Pilot Free Trade Zone is firmly implementing China’s strategy of opening wider to the world by enhancing efforts of innovation and building new platforms of reform and opening up, according to the fourth plenary meeting of Provincial Leading Group of the Pilot Free Trade Zone held Thursday in Nanjing. Wu Zhenglong, Secretary of the CPC Jiangsu Provincial Committee, presided over the meeting and delivered a speech. Governor Xu Kunlin also addressed the meeting.
The participants were briefed on the progress of the construction of the Jiangsu Pilot Free Trade Zone and the sub-zones of Nanjing, Suzhou and Lianyungang.
They also reviewed the main points of work and the work plan for reform and innovation in 2022, the policies and measures for high-level institutional opening up against high-standard international economic and trade rules, the measures to support collaborative innovation and development, and the list of the third batch of reform pilots.
The construction of the Pilot Free Trade Zone is an important strategic measure for the Party Central Committee with Comrade Xi Jinping at its core to promote reform and opening up in the new era, making it a milestone in the process of China's reform and opening up, according to a statement released after the meeting.
General Secretary Xi Jinping's important instructions on the construction of pilot free trade zones are the fundamental principles for us to promote the construction of pilot free trade zones, the statement said.
Efforts should be made to enhance political stance, gain insight into the decisive significance that the Party has established Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and defined the guiding role of the Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping at the core, said the statement.
In recent years, Jiangsu has implemented the spirit of General Secretary Xi Jinping's important instructions and the decisions and deployments of the CPC Central Committee and the State Council, continued to deepen reform and exploration so that institutional innovation achievements have been formed, and phased results have been achieved in the construction of an open economic development pilot zone, an innovative development of the real economy, and a demonstration zone for industrial transformation and upgrading, the statement said.
Jiangsu will take the new stage of development as a foothold, implement the important instructions of General Secretary Xi Jinping, focus on the functions and positioning assigned by the Party Central Committee and the State Council, further promote institutional innovation as the core task, and focus on the overall goals of reform and the actual needs of market players to further deepen reform and innovation, and strive to build high-standard and high-quality free trade zones, according to the statement.
The province will also coordinate opening and security, grasp the correct political direction, regulate and guide the healthy development of capital, continue to maintain security and stability, highlight innovative and differentiated development, create a first-class business environment, and continue to promote the pilot of the open and innovative development of the bio-pharmaceutical industry chain in line with the high-standard international economic and trade rules of RCEP and other regional economic and trade cooperation organizations, the statement said.
Efforts will be made to continuously promote the development of the real economy, enhance the safety and competitiveness of the industrial chain, supply chain and innovation chain, and further promote the three-year action plan for re-engineering the industrial base and strengthening the industrial chain, accelerating the creation of advantageous industrial clusters, and deepening the integration of industrial chains and innovation chains, break through key core technologies, and promote high-level self-reliance and self-improvement in the process of expanding opening up and serving to build a new development pattern, said the statement.
Jiangsu will work hard to strengthen the "Belt and Road" initiative, the development of the Yangtze River Economic Belt and the integrated development of the Yangtze River Delta, further generate a strong synergy to promote the construction of the Pilot Free Trade Zone, and cultivate the Pilot Free Trade Zone as a pilot field for reform and opening up with greater historical initiative and responsibility, the statement said.
