East China’s Jiangsu province has started to implement the national unified pass system to ensure key freight supplies for the fight against the covid-19 epidemic, the provincial department of transport said on Monday.

The unified national freight pass is supervised by the Jiangsu Provincial COVID-19 Joint Prevention and Control Headquarters and is applicable for inter-provincial and intra-provincial transportation of key supplies.
The sender and recipient of the goods shall submit an application to the local government authority for a unified national freight pass by providing the information on the applicant, vehicle, driver and passenger, negative nucleic acid test certificate within 48 hours, health QR code and whereabouts QR code, goods delivered, and travel route.

In a move to improve the nation's logistics, China's transport regulator has banned local governments and checkpoints from blocking the road network or ordering additional nucleic acid tests for truck drivers.
According to the Ministry of Transport, truckers with negative nucleic acid test results within 48 hours, a green health code and normal body temperature should be allowed to pass interprovincial checkpoints.
The truck drivers are also required to stay in a closed management loop.
If their nucleic acid test results are older than 48 hours when the truckers arrive at destinations, an additional antigen test and a nucleic acid test can be carried out, and if the result is negative, the truckers should be allowed to carry on their way at once.
The ministry has also promoted the use of nationally recognized traffic permits that have a unified format, are easy to apply for and accepted by local governments as well as all checkpoints along the way.
