3月10日起,我市在外市来宁人员核酸检测中陆续发现新冠病毒检测阳性感染者。根据疫情防控工作要求,为及时有效阻断新冠肺炎疫情传播,现将我市“苏康码”赋黄码和转码管理相关事项通告如下:
Since March 10, positive infections of Covid-19 have been successively found in nucleic acid tests of people coming to Nanjing from other cities. According to the requirements of epidemic prevention and control work, in order to effectively block the spread of the epidemic in a timely manner, the notice on matters related to the assignment of yellow health codes and changing the color back to green is hereby issued as follows:
一、赋黄码对象
I.Potential yellow health code holders
对与阳性检测者有时空伴随的人员进行赋黄码,按照“苏康码”黄码进行管理。
People who had been identified as being in the “company of time and space” of confirmed Covid-19 cases shall be assigned a yellow health code, and be dealt with according to related regulations.
二、黄码转绿码方式II.Ways to change the color back to green
1.被赋予黄码人员需实施3天自我健康监测(发生异常及时报告),并到指定机构进行2次核酸检测(间隔需大于24小时),如结果均为阴性,可自动转为绿码。
1. Yellow health code holders need to carry out self-health monitoring for 3 days (report timely if any abnormal symptoms occur), and go to designated institutions for two nucleic acid tests (with an interval of more than 24 hours). If the results are both negative, their yellow codes will automatically turn green.
2.符合转码条件未能自动转码的黄码人员,凭相关证明向所在街道、社区(村)登记、报告,由社区汇总逐级审核转码。
2. Yellow health code holders who meet the code-changing conditions but fail to receive a green code shall register and report to the sub-district or community (village) where they are located with relevant certificates, and the code-changing process shall be reviewed, reported and completed level by level starting from the local community.
3.在省外人员可委托在宁亲友提交符合要求的核酸检测阴性证明,按上述流程办理。
3. People outside the province can entrust relatives and friends in Nanjing to submit a negative nucleic acid test certificate that meets the requirements, and follow the above procedures.
三、其它注意事项III. Other points for attention
1.为及时有效地为符合黄码转绿码条件的人员提供服务保障,特设立“苏康码”黄码人员核酸检测专用采样点,具体点位详见附件。
1. In order to provide timely and effective service for yellow health code holders who are eligible for green codes, we have set up special sampling points for their nucleic acid tests. Please refer to the attached table for detailed information.
2.“苏康码”黄码人员请主动向所在街道、社区(村)登记,遵守相关防疫规定,除封控区范围内人员、集中隔离或居家健康监测期未满人员外,其他黄码人员,需到黄码专用采样点进行核酸采样检测。全程严格做好个人防护,不乘坐公共交通工具,与他人保持安全距离。
2. Yellow health code holders should take the initiative to register with the sub-district or community (village) where they are located, and follow the relevant epidemic prevention regulations. Except for those within closed and controlled management areas, or under centralized isolation or home monitoring, yellow code holders need to go to designated sampling points for their nucleic acid tests, while taking the best possible personal protection, avoiding public transportation, and keeping a safe social distance from others throughout the process.
3.凡应检未检造成疫情传播的,依法追究责任。
3. Anyone who should be tested yet escapes the test and causes the spread of the epidemic will be held accountable in accordance with the law.
