Notice on Strengthening Epidemic Prevention and Control in Civil Affairs Field (No.10)

根据我市疫情防控最新部署,为快速阻断疫情传播链条,保障广大民政服务对象生命安全和身体健康,现就强化当前民政领域疫情防控工作通告如下: 

According to our city’s latest deployment of epidemic prevention and control, and with the aim to break the spread chain of the virus and protect people’s health and safety, hereby releases a notice on strengthening protective measures in following civil affairs:

一、强化养老服务机构防控。养老机构实行临时封闭管理,暂停来访接待和见面探视活动;暂停家属为入住老年人送餐;暂不接收新入院人员,因特殊情况急需入院的老人,需经严格健康评估且核酸检测无异常后方可入院。社区养老服务机构或站点暂停集中式服务和聚集性活动,居家上门服务以保障老年人基本生活刚性需求为主。

1. Senior care facilities

Senior care facilities will be under closed management and suspend visits, receptions, and other family members bringing meals to the elderly. The facilities will temporary suspand admitting new seniors, except for those with special needs and having gone through strict health evaluation and nucleic acid test. Community elderly care providers will suspend centralized service and group activities. Door-to-door service for elderly should be limited to most essential basic needs.  

二、强化儿童福利服务机构防控。儿童福利服务机构(含儿童福利院、未成年人救助保护中心、儿童“关爱之家”)实行临时封闭管理,暂停来访、志愿服务、社会实践等活动。外来人员、车辆不得进入儿童福利服务机构。

2. Children welfare facilities 

Children welfare facilities including welfare institutes, center for rescuing and protecting minors and children’s homes will be under closed management and suspend visits, volunteering service, and social practice activities. Outside people and vehicles are not allowed to enter these places. 

三、强化精神卫生福利机构防控。民政精神卫生福利机构实行临时封闭管理,暂停探访、咨询、接待活动。暂停接收新的精神障碍患者入院,院内住养人员非因转院治疗等特殊原因不得外出。全市精神障碍社区康复服务点暂停聚集性服务活动。

3. Social welfare institutes for people with mental health issues

These institutes will be under closed management and suspend visits, counseling, receptions, as well as admitting new patients. Current occupants shall not leave institutes unless they have special needs such as seeking medical treatment from hospitals. Providers of rehabilitation service for people with mental disorders across all the communities will stop suspend group activities.    

四、强化婚姻登记机构防控。全市婚姻登记机构暂停颁证仪式、婚姻家庭辅导服务。凡正常运行的婚姻登记机构要分时段控制登记数量,全面实行预约登记制度,婚姻登记对象可登录“我的南京”APP和“南京民政”微信公众号,或拨打各区婚姻登记机构电话等进行预约。

4. Marriage registration offices 

Marriage registration offices in the city will suspend performing ceremonies and offering counseling service for couples. To get a marriage registration, couples need to make a reservation on “My Nanjing” App or on the official WeChat account of “Nanjing Minzheng”, or call district marriage registration office.   

五、强化殡葬服务机构防控。全面关闭全市公墓、骨灰堂等骨灰安放场所,暂停开展现场祭扫和骨灰安放。倡导广大市民通过网上祭扫(通过 “南京殡葬96444”微信公众号或“我的南京”APP登录“宁思念”平台)、代为祭扫(可拨打96444咨询或关注“南京殡葬96444”微信公众号查询)等方式寄托哀思。殡仪服务机构暂停办理治丧守灵、遗体告别、骨灰祭祀等集中治丧服务。

5. Funeral service providers 

The city's cemetery, columbarium, and other places for ashes, and suspend on-site tomb sweeping and ashes laying. And with Tomb Sweeping Day approaching, citizens are encouraged to commemorate their deceased loved ones online or in other ways. Funeral service providers will suspend memorial services that involves many people taking part in.  

六、强化社区(村)防控。居(村)民应增强防控意识,严格遵守我市疫情防控相关规定。积极倡导喜事缓办、丧事简办,并及时向所在的社区(村)报备。

6. Communities and villages 

All urban and rural citizens should strictly follow the rules and regulations of epidemic prevention and control and are encouraged to put off wedding ceremonies and organize funerals in a simpler way and report in advance.  

七、强化困难群众救助帮扶。低保、分散供养特困人员、困境儿童、独居老人、高龄困难老年人、重病重残人员等,因受疫情影响,导致基本生活出现困难的,可致电市12345政务服务便民热线,向民政部门求助。暂停开展流浪乞讨救助人员送返工作,如发现流浪乞讨人员,可拨打110或者致电85574995提供帮助。

7. Citizens in difficult situations 

Civil affairs departments stand ready to hear special needs through hotline 12345 of under-privileged groups of people, including low-income families, children in difficult situations, elderly people living alone, people with severe diseases and disabilities.
