Q1: What are the concerns of the comprehensively intensifying of the epidemic prevention and control work? How long will the suspension of offline schooling and adjustment of public transportation will be?
答:当前南京和全国许多城市一样,面临着疫情防控严峻考验。3月10日以来,江宁区、秦淮区发生外地来宁人员关联本土疫情。根据市疾控中心对已发现的新冠病毒阳性人员核酸分析亚型检测,初步判定为奥密克戎变异株。这种毒株具有传播速度快、隐匿性强、无症状感染者多、易感人群和基础疾病患者易引发重症等特点,特别是本次疫情检测出的BA.2进化分支比原始的奥密克戎毒株传播能力更强,更容易造成个体感染和人群间传播。我们从“人民至上、生命至上”的理念出发采取这些举措,主要是为了最大限度减少人员流动与聚集,尽快切断疫情社会面传播链条。此项措施暂定实施一周,后续我们将根据疫情形势动态调整并及时向社会公布。让城市“慢下来”“静下来”是为了“以静制动”,用更快的速度、更短的时间跑赢病毒、打赢战“疫”。
A: Like many Chinese cities, Nanjing is facing a severe challenge of epidemic prevention and control. Since March 10th, the domestic epidemic caused by people came to Nanjing from other cities has happened in Jiangning District and Qinhuai District. The preliminary judging from municipal CDC indicates that the source is the Coronavirus Omicron variant, which is fast-spreading, strong concealing, easier to cause severe symptoms in susceptible population and people with underlying diseases and causes more asymptomatic carriers. The BA.2 branch of Omicron variant is much stronger from the original Omicron in infectivity and may cause faster infection of individuals or among people. We carry out those prevention and control measures by the idea of “People First, Life First”, and target to limit the flow and cluster of people, so as to cut down the infection chain in our society. Currently those measures are planned to be effective for one week, and after that we will adjust our measures according to the situation and publish to society. To slow the pace of our city is the key to stop the fast-spreading of epidemic, thus to use shorter time to win the virus of faster speed, and to conquer the epidemic.
问:提倡居家办公、在线办公,是怎么考虑的?
Q2: What are the concerns of recommendation of working from home and working online?
答:提倡居家办公、在线办公,是为了让我们“少流动”“少接触”“少聚集”,尽快控制住疫情。除重点区域外,全市各单位、各企业应根据自身特点错峰上下班,有条件的尽量阶段性实施居家办公、在线办公、远程办公,减少人员流动、人群聚集,最大可能消除疫情传播风险。
A: The aim of recommendation of working from home and working online is to let us make “less mobility”, “less contact” and “less gathering”, so as to control the epidemic as soon as possible. Except those infectious areas, we recommend all the units and companies adjust the working time according to their own characteristics. We also recommend working from home, working online, and teleworking for those that have the conditions, so as to reduce the flow and gathering of people and eliminate risks as much as possible.
问:我市中小学和幼儿园为什么暂停线下教学?线上教育怎么搞?如何保证质量?
Q3: Why all primary and secondary schools, as well as kindergartens in Nanjing will suspend offline schooling? How to do the online schooling? And how to ensure the teaching quality?
答:孩子的健康是每个家庭最牵挂的事。在当前疫情多点散发、多链传播和社区传播的严峻形势下,校园集聚性疫情传播风险加大。为确保广大师生员工身体健康和生命安全,经综合研判,决定自3月16日起,全市中小学(含中等职业学校、特殊教育学校、外籍人员子女学校、技工学校等)暂停线下教学,各校组织开展线上教学;幼儿园暂停入园,开展线上居家生活指导。后续安排将视疫情变化情况,及时作出优化调整并提前向社会公布。
A: The health of children is the most concerned thing of every family. At present, the situation of epidemic prevention and control is extremely severe as multipoint-happening, multichain-spreading, and community spreading are increasing the risk of epidemics in schools. To ensure the health and safety of all the teachers, students, and school staff, we decided that from March 16th onwards, all primary and secondary schools in Nanjing (including secondary vocational schools, special education schools, schools for children of foreigners, technical schools, etc.) will suspend offline schooling, and turn to online mode; kindergartens will suspend offline schooling and carry out online guidance on home life. We will adjust our measures according to the situation and publish to society.
按照统一部署,学生居家学习期间,幼儿园和义务教育学校按照“一区一策”的原则,由各区教育部门对线上教学活动进行统一管理和指导;高中阶段学校按照“一校一策”的原则,做好教学安排,市教研室、市职(成)教研室进行教学指导和管理。
Based on unified deployment, during the home-schooling period, kindergartens and compulsory education schools will follow the policies of related districts and receive guidance from district education administrations. 问:市内交通方面,出租车、网约车运营是否受到限制?

答:全市公交、地铁不停运,对运行线路、频次做动态调整,出租车、网约车在严格落实防疫措施前提下正常运营,市民朋友在乘坐公共交通过程中要带好口罩,做好个人防护。私家车可正常出行。根据当前疫情防控政策,持健康码“黄码”或“红码”人员,不得乘坐公共交通。
A: Buses and subways are still in operation with only some adjustments to stops or stations and frequency. Taxis and car-hailing service is still available with prevention measures in place. You may use private cars at will and are advised to wear a mask when taking public transport. Citizens with red or yellow health code shall not take public transport.
问:市外交通方面,来宁、离宁通道是否受到影响?高铁航班等安排有无变动?
Q5: In respect of inter-city transport, will roads leading to and leaving Nanjing be affected? Are there any changes to the schedule of bullet trains?
答:确需离宁的,须持48小时核酸检测阴性证明和行程码、健康码等。此外,我市已有中高风险地区,大家如前往外地,将会被目的地实施隔离管控。关于目前抵宁列车具体班次、车次可通过铁路官网、“铁路12306”APP或拨打12306查询。
A: Those who do need to leave Nanjing need to show health code, travel code and negative nucleic acid test within 48 hours. As Nanjing already has medium/high risk areas, you need to prepare for isolation when you arrive at places outside of Nanjing. 问:特殊人群就医需求如何保障?
Q6: How to protect the medical needs of special groups?
答:疫情期间,医院不停诊,我们要求各医疗机构加强门急诊力量安排,尽量满足市民正常医疗服务需求。我们也专门设置了定点医院,为封控区、管控区、集中隔离场所及“黄码”人群提供医疗服务,特别是注重做好儿童、孕产妇、血透病人等特殊人群医疗服务。这里,也提醒广大市民就医途中做好个人防护,如出现发热、干咳、咽痛等症状,应及时到医疗机构发热门诊就医,避免乘坐公共交通。
A: Hospitals are still in operation in this special period of time. Medical institutions are required to put more hands in outpatient and emergency departments. We have also set up designated hospitals to provide medical services for“yellow code”groups and for isolation places as well as closed and controlled areas. These designated hospitals will also focus on providing medical services for special groups such as children, pregnant women, and hemodialysis patients. Citizens should take self-protection measures on the way to hospitals. Should symptoms such as fever, dry cough, sore throat occur, citizens need to go to a fever clinic for treatment in time and avoid taking public transport.
问:物资保障方面,目前储备情况如何?配送能否保障?

答:米面油、肉蛋禽,关系千家万户生活,也是我们保障的重点。南京食用农副产品货源充足、供应通畅,同时激活了104家应急保供企业,各大农业龙头企业、大型农贸批发市场、各大商场超市等已备足生活物资货源,各主要农产品保供企业已与物流企业签订突发情况运输合作协议,与农产品主产区签订保供协议,保障生活物资供应。
在畅通生活物资送达最后1公里上,对重点区域,配送人员、志愿者正全力做好保障服务,各区也为配送人员提供核酸检测绿色通道,加强防疫保护,确保生活物资及时送达。市场监管部门已加大执法力度,严厉打击哄抬物价、囤积居奇行为,确保生活物资供应量足价稳。如遇物价哄抬情况,市民可拨打12315、12345,或在市场监管局官微留言,我们会及时回应大家的关切
