Notice on Comprehensively Intensifying Nanjing's Epidemic Prevention and Control Work(No. 6)
当前疫情防控形势异常严峻,社区传播风险已经显现,为切实保障广大市民群众身体健康和生命安全,现就进一步加强疫情防控有关措施通告如下:
At present, the situation of epidemic prevention and control is extremely severe, and the risk of community transmission has emerged. In order to effectively protect the health and safety of the general public, relevant measures for further intensifying epidemic prevention and control are announced as follows:
一、鼓励开展居家办公。提倡居家办公、在线办公,按照疫情防控“少流动”“少接触”“少聚集”的原则,具备条件的园区、楼宇和企业应尽可能采取灵活的办公模式,实行弹性工作制、居家在线办公、远程办公等方式,最大限度减少人员聚集。
1. Working from home is encouraged. Working from home and working online are advocated. In accordance with such principles of epidemic prevention and control as “less mobility”, “less contact” and “less gathering”, industrial parks, buildings and enterprises equipped with certain conditions, shall adopt a flexible working model as much as possible, like flexible working schedule, working online from home, telecommuting and other methods to minimize personnel gathering.
二、加强学校防控管理。自3月16日起,全市中小学(含中等职业学校、特殊教育学校、外籍人员子女学校、技工学校等)暂停线下教学,各校组织开展线上教学;幼儿园暂停入园,开展线上居家生活指导。
2. Epidemic prevention and control in schools is to be strengthened. From March 16, all primary and secondary schools in Nanjing (including secondary vocational schools, special education schools, schools for children of foreigners, technical schools, etc.) will suspend offline schooling, and turn to online mode; kindergartens will suspend offline schooling and carry out online guidance on home life.
三、关停部分密闭场所。全市演艺场所、网吧、影剧院、美术馆、博物馆、纪念馆、文化馆(站)、图书馆(城市书房)、景区公园室内场所、健身房、公共浴室、桑拿房、SPA会所、美体馆、瑜伽馆、足疗店、修脚店、采耳店、美容店、针灸馆、艾灸馆、酒吧、KTV、室内歌舞场所、室内体育馆、室内游泳馆、棋牌室、麻将馆、按摩店、游戏游艺场所、桌游室、剧本杀、密室逃脱等休闲娱乐密闭场所一律暂停营业。
3. Part of the enclosed places will be shut down. The city’s enclosed places for leisure and entertainment such as performing arts venues, Internet bars, cinemas and theaters, art galleries, museums, memorial halls, cultural centers (stations), libraries (city study rooms), indoor venues in scenic parks, gyms, public bathrooms, saunas, SPA clubs, body gyms, yoga studios, foot therapy shops, pedicure shops, ear cleaning shops, beauty salons, acupuncture parlors, moxibustion parlors, bars, KTVs, indoor song and dance venues, indoor gymnasiums, indoor swimming pools, chess and card rooms, mahjong parlors, massage parlors, game venues, board role-playing game rooms, script murder studios, escape rooms shall be temporarily closed.
四、加强重点场所防控。全面关闭全市公墓、骨灰堂等骨灰安放场所,暂停开展现场祭扫活动和骨灰安放。殡仪服务机构暂停办理治丧守灵、遗体告别、骨灰祭祀等集中治丧服务。广大市民可通过网上祭扫、代为祭扫等方式寄托哀思。宗教场所一律暂停开放。全市旅行社及在线旅游企业立即暂停经营团队旅游及“机票+酒店”业务。农贸市场、商场、超市、宾馆、银行、餐馆、理发店、室外景区、公园等公共场所要严格执行戴口罩、测温、验码以及错峰、限流50%等措施,落实疫情防控措施不到位的一律关停。
4. Prevention and control in key sites should be strengthened. All of the city’s cemeteries, columbaria and other places where cremains are placed will be closed, and activities like on-site sacrifice and sweeping and the placement of cremains shall be suspended. Funeral service agencies shall suspend centralized funeral services such as funeral vigils, farewell to the body, sacrifice of cremains, etc.. The general public can send condolences through online sacrifice sweeping or substituted sacrifice sweeping. All religious sites shall be temporarily closed. All travel agencies and online travel enterprises in Nanjing shall immediately suspend the group travel and “air ticket + hotel” business. Farm produce markets, shopping malls, supermarkets, hotels, banks, restaurants, barbershops, outdoor scenic spots, parks and other public places should strictly implement measures such as wearing masks, temperature measurement, health code verification, staggered peaks, and limiting the flow to 50%. Any venue that fails to implement the epidemic prevention and control measures will be shut down.
五、实施小区封闭管理。人员进入小区一律戴口罩、测温、验码。对有物业管理的小区,小区物业公司必须履行疫情防控主体责任,小区原则上只保留一个进出通道。对无物业小区,按照属地原则,由街镇组织专门队伍,落实封闭管理等防控措施。所有外卖、快递、投递等一律不得进入小区,实行无接触配送,在小区出入口指定区域中转存取。
5. Closed-off management in communities will be implemented. One must wear masks and have his or her temperature taken and health code checked when entering a residential neighbourhood. Property management companies must fulfill the main responsibility for epidemic prevention and control, and in principle, only one entrance/exit of a residential neighborhood shall remain open. For residential areas without property management companies, special task forces should be organized by the sub-district or town authorities according to the territorial management principle, so as to implement the prevention and control measures required by closed-off management. Takeaways, parcels or anything else should be delivered and collected at designated places near the gate without any inter-personal contact and none of these service providers shall be allowed into the residential neighbourhood.
六、调整公共交通服务。自3月16日起,地铁1号线运营区段调整为迈皋桥站至南京南站,3号线运营区段调整为林场站至南京南站,S1、S7、S9号线暂停运营,S8号线运营区段调整为泰山新村站至方州广场站。动态调整全市公共交通发车频次,暂停江宁区公交线路跨区运营。暂停全市道路客运班线、旅游包车运营。
6. Public transport services will be adjusted. From Mar. 16th onwards, metro line 1 shall be operated from Maigaoqiao Station to South Nanjing Railway Station, metro line 3 from Linchang Station to South Nanjing Railway Station, metro line S8 from Taishanxincun Station to Fangzhou Plaza Station, and operations of metro line S1, S7, S9 shall be suspended. Frequency of Nanjing’s public transport carriers shall be adjusted dynamically. Bus lines in Jiangning district shall suspend cross-district operations and all the city’s passenger transport lines and tourism chartered buses shall be suspended.
七、严格做好自我防护。请广大市民非必要不离宁、不前往已有阳性感染者报告的城市,所有离宁人员应持48小时核酸检测阴性证明。请广大市民坚持佩戴口罩、保持社交距离、注意个人卫生、主动接种疫苗,如出现发热、干咳、咽痛等症状,应及时到医疗机构发热门诊就医,途中避免乘坐公共交通。
7. Strict personal protective measures should be taken. Citizens are recommended not to leave Nanjing unless necessary, nor are they advised to go to cities where positive infections have been reported. Anyone who intends to leave Nanjing should hold a 48-hour negative nucleic acid test certificate. The general public is requested to wear masks, keep social distance, pay attention to personal hygiene, and take the initiative to be vaccinated. If you have symptoms such as fever, dry cough, sore throat, etc., you should go to the fever clinic of a medical institution for medical treatment in a timely manner and meanwhile avoid taking public transport on the way.
请广大市民自觉遵守相关法律法规,不信谣、不传谣、不造谣,对违反疫情防控规定的,将依法依规追究相关责任。以上防控措施,依据疫情风险评估结果动态调整。本通告自发布之日起实施。
Citizens are advised to abide by relevant laws and regulations, and avoid starting, believing in or spreading rumors. Those who violate epidemic prevention and control regulations shall be held accountable according to law. The above-mentioned prevention and control measures shall be adjusted dynamically according to the risk evaluation of the epidemic. This notice will be implemented as of the date of its release.
