The NPC deputies from east China’s Jiangsu province has put forth 21 motions and 441 suggestions to the ongoing Fifth Session of the Thirteenth National People's Congress. Meanwhile, the CPPCC national committee members from Jiangsu has tabled nearly 200 proposals to the ongoing Fifth Session of the Thirteenth CPPCC.
Ge Daokai and Li Hongbin, deputies to the National People's Congress from the field of education, submitted suggestions and proposals on "cultivating top-notch innovative talents" to the proposal group of the Jiangsu delegation.
The two deputies to the National People's Congress were concerned about the weakness of the training of top-notch innovative talents in the basic education stage, and hoped to strengthen the institutional arrangements for the classification and identification of top-notch talents, education and teaching, and resource allocation in the basic education stage.

In the past five years, Li Hongbin has submitted dozens of motions and proposals concerning issues in the education sector such as increasing the proportion of senior teachers' professional titles and broadening the access of graduates from universities other than teacher’s colleges to the teaching team.
This year, he also suggested that measures should be taken to strengthen the institutional setting of the localization of international high school curriculum.

I suggest that we should sort out the imported international curriculum,strengthen ideological and moral education,strengthen the education of socialist core values with patriotism as the core,strengthen national awareness,and strive to cultivate outstanding talents with excellent academic performance and comprehensive quality with Chinese soul.
The 21 motions submitted by the NPC deputies from Jiangsu involve key areas of economic and social development such as land and space planning, cultivated land quality protection, school safety, data ownership, and social credit.
The 441 proposals cover various aspects such as cyberspace regulation, talent training, elderly care facilities, and rural development. They are highly targeted and forward-looking as they focus on the overall situation of the country, and are based on the development of Jiangsu.
