18 provincial departments including the Provincial Department of Civil Affairs and the Organization Department of the Provincial Party Committee jointly issued the "Opinions on Accelerating the Promotion of High-quality Development of Social Work", which is intended to solve the bottlenecks in the development of social work in Jiangsu and strengthen the top-level design of social work.
According to the "Opinions", by the end of the "14th Five-Year Plan", Jiangsu will build a team of social work professionals with sufficient numbers, excellent structure, good political quality, and strong professional capabilities.
The province will significantly improve the professional level of social work, and basically form a social work service system with a complete service network, a sound government procurement service mechanism, and an inclusive and interoperable social work service system featuring "social work + charity + volunteer service".
According to the "Opinions", in the professional social work service projects purchased by the government, the number of social work professionals shall not be less than 75% of the total number of personnel needed for the project implementation, and the project labor cost shall not be less than 80% of the project funding. Jiangsu thus took the lead in the country in clarifying these two ratios in drafting provincial policy documents.
The "Opinions" emphasized that, guided by social governance innovation and the urgent needs at the grassroots level, social work services will be vigorously carried out in 16 areas such as social welfare.
"Jiangsu will intensify the creation of professional social work posts in key areas.During the "14th Five-Year Plan" period,Jiangsu will focus on establishing a sound social work service system in hospitals, schools and other public service places,as well as drug control and rehabilitation,and judicial corrections."said Zhou Hengxin, Deputy Director of the Civil Affairs Department of Jiangsu Province
By 2025, Jiangsu will register more than 100,000 licensed social workers, train 150 social work leaders and supervisors, and establish social work service stations in all towns or sub-districts.
