East China’s Jiangsu province will promote the high-quality development of elderly care and childcare services, according to a press conference held by the provincial government in Nanjing on Tuesday.
Statistics from the seventh census show that the total number of elderly people aged 60 and over and infants aged 0-3 is close to one-quarter of Jiangsu’s permanent population, and the aging rate of the permanent population is 3.14 percentage points higher than the national average.
The three-child policy and the optimized natal and prenatal care and better upbringing has enhanced the citizens' awareness of scientific childcare and nursery services, thereby giving rise to the increasing demand for infants and young children to enter nurseries.
By 2025, Jiangsu will comprehensively build an elder care service system and health support system that coordinate home-based and community-based institutions that integrates medical care and health care, and basically establish a multi-entity, community-based, high-quality and inclusive nursing service system.
By 2025, every 1,000 elderly people in Jiangsu will have more than 40 nursery beds and the number of nursing beds will account for more than 70% of the total beds in elderly care institutions. Every 1,000 infants under the age of 3 will have 4.5 seats in nursery institutions.
Jiangsu will fully implement the requirements for the zoning and hierarchical planning and construction of elderly care service facilities. New residential communities will build community elderly care service houses in line with the standard of more than 20 square meters per 100 households. Each prefecture-level city should put forward the standards for planning and constructing nursery service facilities for new residential communities based on actual conditions.
By 2025, every sub-district government in Jiangsu will build at least one comprehensive elderly care service center.
At the same time, Jiangsu will increase the coverage of community embedded nursing institutions and day care institutions. By 2025, each sub-district government will build a comprehensive elderly care service center with full care, day care, home visits, medical services and other functions.
Jiangsu will also develop the "1+N" childcare model in a bid to support exemplary childcare service institutions to drive the common development of embedded childcare centers in many communities.
Jiangsu will work hard to establish and improve a long-term care service system for the disabled and disabled elderly that connect families, communities, and institutions. By 2025, every county-level region will have built at least one nursing home.
By 2025, Jiangsu will also strive to make all rural nursing homes meet the standards of nursing homes at the second level or above. Each county-level region will build three standardized regional elderly care service centers.
Jiangsu will complete a comprehensive and continuous elderly health service system covering urban and rural areas. By 2025, each prefecture-level city will build a grade III geriatric hospital and each county-level regions with a population of more than 500,000 will build a grade II geriatric hospital.
More than 85% of public comprehensive hospitals at the second level and above will open geriatric medicine departments so as to ensure full coverage of medical and health services in elderly care institutions and community elderly care service institutions.
By 2025, each county-level region will set up a university for the elderly in a bid to encourage all types of education and training institutions that meet the conditions to develop educational products and training courses suitable for the elderly, and develop online learning, interactive communication and other new digital education for the elderly. Efforts will also be made to carry out special training on the use of intelligent technology for the elderly to improve the information technology capabilities of the elderly.
