为进一步落实疫情防控措施，快速有效阻断疫情扩散蔓延，保障广大市民健康安全，现就当前严格疫情防控工作通告如下：
To further implement Covid-19 prevention and control measures, quickly block the spread of the epidemic, and safeguard life and health of our citizens, a notice on tightening prevention and control work is released as follows.
1. 严格大型活动管理，非必要不开展线下节庆和大型会议、联欢、体育比赛等活动。倡导喜事缓办、丧事简办。
1. Impose strict regulations on large-scale activities. Offline activities including festival celebrations, large-scale conferences, get-together parties, sports games, etc. should be avoided unless necessary. It is recommended to postpone activities related to joyous occasions and simplify activities related to funerals.
2. 减少聚餐，实行分餐制、用公筷，减少堂食，严格控制聚餐人数，鼓励采用到店自取、外卖订餐；全市各单位食堂（含机关事业单位、学校、工厂、工地、企业等食堂）实行测温进场、分批分时段就餐等防控措施。
2. Reduce dinning together. Impose individual dinning system and use serving chopsticks when dinning. Reduce eating-in and stringently control the number of people dinning together. Diners are recommended to take away their food from restaurants or order meals online. Prevention and control measures like body temperature testing, staggered entrance and entrance in batches will be implemented in canteens of different units (including canteens of government departments, public service institutions, schools, factories, construction sites and companies)
3. 暂停KTV、电影院、健身房、室内游泳馆、酒吧、洗浴场所、麻将馆、棋牌室等密闭场所营业，暂停培训机构（含托管）线下服务。
3. Activities in confined spaces like KTV, cinemas, gyms, indoor swimming pools, bars, bathing sites, mahjong houses, and chess&poker rooms will be suspended. Offline services of training institutions (including nurseries) will be suspended.
4. 农贸（集贸）市场、药店、批发市场、商场超市等重点场所要落实限流等管控措施。严格落实进入室内公共场所预约、错峰、测温、验码、佩戴口罩、1米线及搭乘公共交通工具验码等防控措施。
4. Implement control measures such as flow-limiting in key areas including markets of farm produce, pharmacies, wholesale markets, shopping malls and supermarkets. Strictly implement prevention and control measures when entering indoor public areas such as reservation, staggered entrance, body temperature testing, health code checking, mask wearing, keeping a distance of at least one meter and health code checking when taking public transportation.
5. 切实加强对保洁、保安及餐饮、出租车（网约车）司机、快递从业人员等重点群体的防控管理，明确防护要求，落实定期健康监测措施，加强疫情防护培训，提供必要的防护物资保障。对其居住生活的宿舍、餐厅、地下室等场所严格落实消毒、通风等措施，确保不留死角、没有盲区。
5. Effectively tighten regulations on key groups including cleaners, security guards, staff in the catering industry and delivery industry, and drivers of taxis and online-hailed rides. Ensure that these people are well-informed about relevant prevention and control requirements. Implement regular health monitoring measures, enhance training on personal protective measures, and provide necessary protective supplies for them. Strictly implement measures such as disinfection and ventilation in the dormitories, canteens, basements and other places where they live to ensure that no space is left behind.
6. 严格企事业单位疫情防控，加强员工出行管理，实行“两点一线”上下班模式。做好员工健康监测，保持环境清洁卫生，加强物品消杀，建立登记和消杀台账。属地街道、物业管理单位加强人员聚集的商务楼宇和商住混用楼宇疫情防控工作。
6. Strictly conduct Covid-19 prevention and control in enterprises and public institutions, strengthen employee travel management, and make sure to commute only between home and workplace. Attention should be paid to employee health monitoring. Keep the environment clean and hygienic, strengthen the elimination of articles, and establish registration and elimination records. Subdistricts and property management departments should strengthen the prevention and control of the epidemic in commercial buildings and commercial & residential buildings with a large cluster of people.
7. 严格医疗机构防控。强化卫生健康主管部门行业监管责任和医疗机构主体责任，扎实做好院感防控各项工作。除急诊、发热门诊外，二级以上医院全面推行预约挂号。严格限制探视、陪护。全市零售药店暂停向市民销售（含网络销售）退热、止咳、抗病毒和抗生素等“四类药品”。
7. Strictly conduct epidemic prevention and control in medical institutions. Strengthen the responsibility of industry supervision by health authorities and the main responsibility of medical institutions, and do a solid job in prevention and control of hospital infections. Except for emergency and fever clinics, Level II and above hospitals hall fully implement appointment registration. Strictly restrict visiting and accompanying. Retail pharmacies in the city should suspend sales (including online sales) of “four types of drugs” to citizens, including antipyretics, cough relieving drugs, antivirals and antibiotics.
8. 非必要不外出，非必要不离宁。严格落实勤洗手、戴口罩、常测温等个人防护措施，出现发热、咳嗽、腹泻、乏力等症状，应及时到医疗机构发热门诊就医，途中避免乘坐公共交通。
8. Stay at home and within the city, only leave for essential trips. Strictly implement personal protective measures such as frequent hand washing, wearing masks, and regular temperature measurement. If symptoms such as fever, cough, diarrhea or fatigue appear, promptly go to fever clinics of medical institutions for treatment, and avoid taking public transportation on the way.
9. 大力开展爱国卫生运动，开展背街小巷环境整治。加强爱国卫生和疫情防控知识宣传，提高市民群众的防范意识和防护技能。
9. Vigorously carry out the patriotic health campaign, and work to improve the environment in back streets and alleys. Strengthen the publicity of knowledge of patriotic health as well as epidemic prevention and control, so as to improve the public's awareness of prevention and skills of self-protection.
10. 在全市旅游景区、窗口单位、城市主次干道等场所采用电子屏、展板、橱窗等形式刊播疫情防控主题宣传海报，为我市坚决打赢疫情防控“遭遇战”营造良好社会环境。
10. Publish and put up posters of Covid-19 prevention and control through channels including electronic screens, billboards and showcases in public places such as the city's tourist attractions, institutions open to the public and main and secondary roads, so as to create a good social environment for the city to resolutely win the "encounter battle" for epidemic prevention and control.
以上防控措施，依据疫情风险评估结果动态调整。本通告自发布之时起实施。中高风险地区及封闭、封控、警戒区域等管控另按有关规定执行。
The above prevention and control measures shall be implemented from the time the notice is issued, and will be adjusted dynamically based on the results of the epidemic risk assessment. The management and control of medium- and high-risk areas and enclosed, controlled and alert areas shall be implemented in accordance with regulations issued separately.
