East China’s Jiangsu province has released a plan on the reform of separation of licenses from certificates in a bid to fully stimulate the vitality of market players and the creativity of the whole society. The new plan came into force on July 1st.
Concerning the reform of separation of licenses from certificates, the plan proposes four reform methods that include direct cancellation of approval, changing approval to putting on record, implementing notification commitments and optimizing the examination and approval service.
Jiangsu will directly cancel the approval of 68 business license items involving foreign investment, engineering construction, transportation and logistics, and intermediary services.
In the pilot free trade zone, the approval of 14 items related to business licenses for enterprises will be canceled on a pilot basis.
When the approval is canceled, the enterprise can start operations after obtaining a business license.
Jiangsu will take continuous measures to give free trade zones and development zones greater administrative approval powers, deepen the reform of the investment approval system and engineering construction project approval system, solidly advance the reform of separation of licenses from certificates, so as to effectively reduce burdens and increase efficiency for market entities.
