The time around the Qingming Festival is the time to pick and fry the first batch of spring tea. Chen Shengfeng has kept traveling to the tea garden in Jingqiao Town of Nanjing every day where he was busy picking and frying tea leaves.
As a skilled master in this trade for 25 years, Chen Shengfeng has kept doing researches and became the inheritor of the intangible culture of Yuhua tea making. At the same time, he has trained 15,000 tea farmers to increase agricultural efficiency and increase farmers' income.
In 2019, Jiangsu took the lead in the country in awarding professional titles to rural talents. He passed the certification process last year and became a professor-level rural revitalization technician.

The title of native talent is a measure to promote the rural revitalization strategy during the "13th Five-Year Plan" period. Jiangsu has so far awarded professor-level professional titles to 591 rural talents.
Jiangsu has also built the first batch of 30 provincial-level local talent master demonstration workshops and 10 provincial-level local talent inheritance demonstration bases, took the lead in holding provincial-level advanced training courses for local talents, and established special bonuses for the development of local talents, which has stimulated a large amount of private capital to promote the innovation, entrepreneurship, inheritance and development of local talents.

In the past five years, Jiangsu has issued 67 policies for the reform of the talent system, and established a framework for the talent and personnel system. As of the end of last year, Jiangsu had registered 8.842 million and 4.551 million professional and technical personnel and high-skilled personnel, ranking first in the country.
