The Jiangsu Provincial Government recently released a report on the rule of law governance construction in 2020.
The report comprehensively reviewed and summarized the new achievements made in the construction of a government under the rule of law in Jiangsu in 2020 from seven aspects, including full performance of government functions, improvement of the quality of legislation and regulations, scientific and democratic decision-making in accordance with the law, and deepening of the reform of the law enforcement system.
The report pointed out that in terms of optimizing governance reforms, Jiangsu has continued to carry out the reform of streamlining administration and delegating power, improving regulation, and upgrading services and steadily promoted the reform of one-stop service for one-issue by sorting out more than 980 issues involving medical treatment, work, household registration, residence permit, and social security.
Many government service matters in the Yangtze River Delta region can be handled online in different places or within easy reach. Litigation and non-litigation coordination mechanisms have been established in urban and rural areas, and more than 95% of disputes in the province have been resolved at the grassroots level.
In the meantime, Jiangsu has continued to improve its legislative mechanism, formulating and promulgating the Legislation of Regulations of Local Governments, the country's first regional legislation standard.
Jiangsu also took the lead in introducing legislation activities in important areas of ecological civilization construction, improvement of people's livelihood, and rural revitalization.
Jiangsu has promulgated implementation measures for major administrative decision-making procedures, and taken the lead in the country to pilot standardized management of major administrative decision-making at different levels and by fields so as to have formed experiences and models that can be promoted and replicated across the country.
