Huai'an Approved as a Pilot City for Cross-border E-commerce Retail Imports

Recently, a notice was jointly issued by six departments, including the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Finance, the General Administration of Customs, the State Taxation Administration, and the State Administration of Market Regulation, with the approval of the State Council. It explicitly expands the pilot scope of the cross-border e-commerce retail imports to all cities (and regions) where pilot free trade zones, comprehensive pilot zones for cross-border e-commerce, comprehensive bonded zones, demonstration zones on import promotion, and bonded logistics centers (B Type) are located. Becoming a national pilot zone for cross-border e-commerce retail imports is another piece of good news for Huai’an after being approved as a comprehensive pilot zone for cross-border e-commerce. It means that the city has added the mode of online bonded import to the original modes such as direct - purchase import and export of cross-border e-commerce, B2B export and stock up export, enriching the functions of Huai'an Comprehensive Free Trade Zone.

Online bonded import also belongs to the "1210" bonded stock up mode. Specifically, cross-border e-commerce enterprises can import and store goods in Huai'an Comprehensive Free Trade Zone in whole batches, and then sell them online one after another. Those unsold products cannot leave the special customs control areas, but they do not need to be declared either. They can be returned directly overseas. Not only does this mode greatly reduce the transportation cost of goods and ease the capital turnover of cross-border e-commerce enterprises, but also greatly shortens the delivery time of goods and enhances the shopping experience of consumers.
