Jiangsu urges deeper understanding of Xi’s speech at two sessions

The provincial government of Jiangsu convened an executive meeting on Monday to study general secretary Xi Jinping’s important speeches during the annual two sessions, Premier Li Keqiang’s important speech made when attending the group deliberation of the Jiangsu delegation and the gist of the two sessions.

 From the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China to this year’s two sessions, General Secretary Xi Jinping has given full play to his strategic vision and strategic thinking when planning the blueprint for the future, said a statement released after the meeting.

The party’s propositions were transformed into the will of the country through legal procedures, and became a program for the joint action of hundreds of millions of people, it added.

During the two sessions, the general secretary delivered a series of important speeches with broad vision, profound thinking, and rich connotations, providing strategic guidance and pointing out the way forward for us to do a good job in various tasks in the new stage and new journey, the statement said.

Governments at all levels must adhere to the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and take the study and implementation of General Secretary Xi Jinping’s important speech and the spirit of the two sessions as an important political task from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping at the core, the statement said.

Jiangsu must follow the spirit of General Secretary Xi Jinping’s important speeches and the major decisions and arrangements of the CPC Central Committee and the State Council in ideology and action, accurately understand the new development stage, act on the new development philosophy and accelerate the establishment of the new development paradigm so as to write a new chapter in the modernization of Jiangsu, said the statement.

Efforts must be made to adhere to the people-centered development concept, continue to improve people's well-being and ensure that the people have better sense of happiness and security, according to the statement.

Greater measures must be taken to insist on innovation as the primary driving force, accelerate technological self-reliance, give priority to ecological and green development, accelerate the construction of a beautiful Jiangsu, promote the coordinated development of urban and rural areas, implement the strategy of rural revitalization, and promote common prosperity, the statement said.

Efforts must be made to comprehensively deepen reform and expand opening up, create a new height for reform and opening up, defuse and promptly deal with all kinds of major hidden risks, promote production safety and ensure social safety and stability so that the province will be able to ensure a good start for fully building a modern socialist country and celebrating the 100th anniversary of the CPC’s founding with extraordinary performances, said the statement.

It is also urged at the meeting that the Yangtze River Protection Law that took effect on March 1. The law stipulates explicitly all the legal aspects on ecological protection of the Yangtze River, and the development along the Yangtze River Basin. 

The law covers the overall planning of land resources, allocation of water resources, resources protection, harnessing water pollution, rehabilitation of ecology, overall development, upgrading and transformation of traditional industries, and legal responsibility.

It symbolizes not only the first law governing a major river valley of China, but also the rule-based planning, environment protection and green development of the whole Yangtze River Basin, which covers 11 provinces and municipalities and accounts for close to half of the nation's economy. It is also a fundamental legal guarantee for China implementing its commitments to the Paris Climate Accord, to reach peak CO2 emissions by 2030 and hit carbon neutrality by 2060.
