East China’s Jiangsu province has issued a new version of the high-quality comprehensive assessment method for the economic development zone in a bid to improve the specific assessment indicators and promote the high-quality development of the province's economic development zones.
The revised assessment method has further strengthened the systemic, objective and scientific requirements of the assessment and evaluation of the Economic Development Zone.
Compared with the previous version, the new method has adjusted the first-level indicators from the original seven major items to five major items that include economic development, openness, innovation drive, ecological intensive and overall coordination, which is intended to highlight economic development as the primary driving force.
The new version of the assessment method has attached importance to open development and improvement of quality and efficiency by adding indicators such as the import and export volume and proportion of high-tech products, the import and export volume and proportion of private enterprises in a bid to encourage the economic development zone to promote trade innovation and development.
The new assessment method has also adjusted indicators such as "smart workshops and factories", "leading talents and basic talents" so as to guide the economic development zone to continuously improve the modernization level of the industrial chain and the effect of talent agglomeration.
Jiangsu makes comprehensive assessment on the performance of economic development zone once a year. The new method stipulates that in the case of major production safety accidents or environmental emergencies, the economic development zones will have their qualification canceled. In the case of ranking the bottom three slots in two years out of a consecutive three-year period, the economic development zones will have their title revoked.
