East China’s Jiangsu province has taken innovative measures to break the administrative boundaries, promote the coordination of the Yangtze River Delta integrated development demonstration zone, and enhance industrial development.
Early this year, the Yangtze River Delta Integrated Development Demonstration Zone launched a pilot program on the issuance of trans-provincial technology innovation coupons. Grand Canyon Lighting Company, located in Wujiang District of Suzhou city, received a 500,000-yuan technology innovation voucher, and then cooperated with Tongji University to share experimental equipment and R&D and design personnel so as to solve product homogeneity.
Science and Technology Innovation Vouchers are equity certificates issued by the government to enterprises or entrepreneurial teams free of charge, which are intended to give enterprises a 50% subsidy for purchasing scientific and technological services.
In the past, "innovation coupons" were reserved for enterprises within the province or city, making it impossible for local companies to seek outside R&D resources through such financial subsidies.
Since the start of the pilot program, the science and technology departments of the four provincial administrative regions in the Yangtze River Delta introduced a third-party platform to integrate cross-regional science and technology resources and financial settlement functions to ensure the universal recognition the use of science and technology innovation coupons.
One month after the trial, 18 enterprises in Wujiang district have obtained the innovation vouchers.
By the end of 2020, the number of new enterprises in the Yangtze River Delta Integrated Development Demonstration Zone had increased by 5.11% year-on-year with their annual output value increasing by 2.8%.
The demonstration zone will continue to seek the "greatest common divisor", focus on 57 key tasks, and adopt various measures to accelerate the construction of a new model of high-quality industrial development.
