Nanjing customs streamlines procedures to optimize port business climate

Nanjing Customs has recently introduced a “two-step declaration” policy, allowing customs clearance for goods that meet basic requirements instead of finishing all the procedures. The reform hints the customs’ resolve to enhance foreign trade business climate through user-friendly services.

Here at Wuxi Free Trade Zone, Luckyford, a company that repairs international electronic devices, has been enjoying the convenience brought by the new policy for customs clearance. Due to different standards of electronic parts from varied countries and production time, it used to take Luckyford much more time and cost to declare all imported products.  Now with the comprehensively adopted “two-step declaration” policy after experiments, businesses that meet certain standards could receive imported goods as soon as they report 9 basic information such as quantity and value. The rest of the required information can be provided afterwards. With higher repair efficiency, the business becomes more competitive in the market.

To encourage “two-step declaration” among businesses, the customs partially mitigate the cost and steps of declaration, while tolerating errors without ill intentions. As the new policy has been adopted across Jiangsu Province, there has been 53 thousand declaration cases using the two-step model, averagely reducing time cost by 40%. In the future, Nanjing Customs will carry out multiple policy reforms to facilitate the administration of trade related to Belt and Road as well as China-Europe Railways to gain foreign trade momentum.
